The ICT Authority is recruiting for the role of Head, Innovations and Incubation. The successful candidate for this role will be responsible for coordination and management of the Innovation and the Incubation function.

Job Description

DESCRIPTION: Head, Innovations and Incubation

TERMS OF SERVICE:         Permanent AND PENSIONABLE

 

Specific duties and responsibilities will entail: -

  1. Formulating, implementing and reviewing ICT Innovation and Incubation policies, procedures and guidelines;
  2. Assessing public sector and industry innovation requirements and developing long term and short term ICT and innovation agenda and strategies for implementation;
  3. Designing strategies for promotion ICT Innovation and Incubation of viable ICT ideas and startups;
  4. Providing technical advice on development, adoption and implementation of appropriate ICT Innovation and Incubation, infrastructure and systems;
  5. Facilitating the development of a database of ICT innovation hubs, incubation centers, accelerators and investors;
  6. Developing collaborative linkages between ICT innovation stakeholders to bridge ecosystem gaps, including access to funding, government procurement, export markets and high end skills/expertise;
  7. Developing and implementing ICT innovation and incubation fundraising capacity including capacity to fundraise in the Growth & Enterprise Market Segment (GEMS);
  8. Promoting innovation awareness;
  9. Developing and implementing traction and acceleration programs for qualified innovations and start ups
  10. Developing mechanisms for rewarding innovators in public and private sector;
  11. Promoting incubation of ICT start-ups and acceleration to scale and to commercialize;
  12. Enhancing collaborations with National and County governments to establish ICT innovation hubs across the country;
  13. Promoting innovation in Government for the provision of ICT enabled services to the Government and citizens;
  14. Fostering Partnerships with other agencies on ICT Innovation and Incubation;
  15. Maintaining constructive engagements and dialogue with relevant stakeholders to enhance ICT innovation and incubation;
  16. Creating an innovation culture in government where employees are open to technological change and are fast to adopt;
  17. Preparing annual departmental reports and board papers;
  18. Overseeing preparation of plans and budgets for the Department’s activities and programmes; and
  19. Managing performance and capacity building for the Department.

 

JOB SPECIFICATIONS

For appointment to this grade, an officer must have:

  1. Master’s degree in any of the following fields: - Entrepreneurship, Innovation, Entrepreneurship and Innovation, Commerce (Finance, Marketing and IT Options), Business Information Technology, Management Information Systems, Computer Science, Investment, Technology Operations Management, Development Studies, Economics of Development, or any other equivalent qualification from a recognized institution;
  2. Bachelors’ degree in any of the following fields: - Entrepreneurship, Innovation, Entrepreneurship and Innovation, Commerce (Finance, marketing and IT options), Business Information Technology, Management Information Systems, Computer Science, Investment, Technology Operations Management or any other equivalent qualification from a recognized institution;
  3. Must have nine (9) years’ relevant experience, five (5) of which must be in management in a similar role in a comparable organization
  4. Certification in Strategic Leadership Development (SLDP) Course lasting not less than six (6) weeks from recognized institutions;
  5. Membership to a relevant professional body;
  6. Certificate in computer application skills from a recognized institution;
  7. Meet the provision of Chapter Six of the Constitution;

Shortlisted candidates will be required to satisfy the requirements of Chapter Six of the Constitution of Kenya 2010 and must submit a Certificate of Good Conduct from the Directorate of Criminal Investigation, Clearance with the Higher Education Loans Board, Tax Compliance Certificate from the Kenya Revenue Authority, Clearance from the Ethics and Anti-Corruption Commission and Report from an Approved Credit Reference Bureau.
