Job Description

The Energy and Petroleum Regulatory Authority (EPRA) (Formerly Energy Regulatory Commission) is a State Corporation established under the Energy Act 2019. The Authority is the energy and petroleum sectors regulatory agency responsible for Economic and Technical

Regulation of Electric Power, Renewable Energy and Petroleum. The Authority is seeking to recruit suitable qualified, experienced, result-oriented and highly motivated Kenyan citizens to fill the following vacant positions:

DEPARTMENT OF CORPORATE STRATEGY & PERFORMANCE

Principal Resource Mobilization Officer, JOB GRADE – EPRA 4

Reporting to the Manager, Corporate Strategy and Performance, the successful candidate will be responsible for Resource Mobilization Officer is responsible for initiating development of policies and strategies that will enhance revenue streams.

Key Responsibilities

i. Initiating development of policies, strategies procedures, guidelines for resource mobilization and partnership development;

ii. Advising Management on all resource mobilization and partnership issues;

iii. Developing and reviewing proposals for resource mobilization

iv. Reviewing external proposals for resource and technical assistance

v. Ensuring implementation and reviewing of resource mobilization, strategies and programmes;

vi. Overseeing the development of strategies and work planning for resource mobilization and partnership creation;

vii. Coordinating implementation of innovative channels of resource mobilization

viii. Initiating partnership dialogue with bilateral partners and international financial institutions;

ix. Overseeing coordination, planning, development, and management of a public and private sector collaboration’s for resource mobilization;

x. Assessing opportunities for resource mobilization and identifying and mapping current and potential donors;

xi. Fostering partnerships between EPRA and development partners, local and international organizations;

xii. Coordinating mobilization of resources;

xiii. Coordinating the review of agreements with donors;

xiv. Developing systems and procedures to monitor collection of EPRA’s resources;

xv. Advising management on potential opportunities for resource mobilization and partnership developments;

xvi. Overseeing effective marketing and creation of awareness of EPRA products;

xvii. Ensuring accountability for the mobilized resources;

xviii. Preparing agenda for management deliberations;

xix. Ensuring effective utilization of resources in the department;

xx. Ensuring compliance with stakeholder requirements,

xxi. Approving departmental work plans and budget,

xxii. Ensuring performance appraisal for staff, and

xxiii. Mentoring and coaching staff

Qualifications & Skills required

Person Specifications

i. At least eight (8) years work experience, three (3) of which must be in a supervisory position.

ii. A Bachelors Degree in any of the following fields; Communications, Marketing, Public Relations, Business Development, Development Studies, International Relations, Public Administration and Business Administration or equivalent qualifications from a recognized institution;

iii. A Masters Degree in any of the following fields; Communications, Marketing, Public Relations, Business Development, Development Studies, International Relations, Public Administration and Business Administration or equivalent qualifications from a recognized institution;

iv. A Management Course lasting not less than four (4) weeks from a recognized institution;

v. Be a member of a relevant professional body where applicable;

vi. Proficiency in computer applications;

vii. Demonstrated results in work performance;

viii. Fulfilled the requirements of Chapter Six of Constitution.

Other requirements

i. Applicants are required to provide a detailed CV indicating their current and previous employers, positions held, current and expected salary, names of at least three professional referees, education and professional certificates together with a copy of national identity card or passport.

ii. The candidates will additionally be required to satisfy the requirements of Chapter six of the Constitution of Kenya 2010 and provide:

iii. Certificate of Good Conduct from the Directorate of Criminal Investigations;

iv. Clearance Certificate from Higher Education Loans Board (HELB);

v. Tax compliance Certificate from Kenya Revenue Authority (KRA);

vi. Clearance from the Ethics and Anti-Corruption Commission (EACC); and

vii. Report from an Approved Credit Reference Bureau (CRB).
