Our client is looking to fill the role of Project Manager to develop the project portfolio from business development to service execution, billing and cash collection.

Job Description

Reports to:  DIRECTOR LOGISTICS SOLUTION
Based at: Dar es Salaam

MAIN TASKS AND RESPONSIBILITIES DETAILS
Develop the Team (N-1)
  1. Develop & maintain the competencies
  2. Organize recruitments (after validation by the HMO) in collaboration with HR department and interview/select potential staff.
  3. Build and review the organisation periodically (submission to DILS for validation)
  4. Deliver set goals in terms of quality of service & costs control
  5. Assess the performance of N-1
  6. Ensure a smooth transfer of files/issues when change of N-1 
  7. Setup an induction program for newcomers in collaboration with HR
  8. Apply leave management policy
Build & adapt process & organizations
  1. Define SOPs in collaboration with QHSE department (submission to DILS for validation)
  2. Organize monthly KPI review within operations with the support of QHSE department & implement validated recommendations
Business Development & Manage client portfolio
  1. Seek out project opportunities
  2. Keep up to date with developments in the industry
  3. Target and Secure Logistics project 
  4. Prepare project quotations with support from the project team in Paris, Front Office team and subject to the final approval from the DILS. 
  5. Prepare and Implement Logistics Execution Plan
  6. Manage existing client portfolio with emphasis on service quality, compliance and QHSE
Manage usual client’s relationship
  1. Lead communication with the client in case of operational issue (potential or real)
  2. Involvement in credit control committee
Monitor quality of service and profitability for the department
  1. Responsible for the achievement of budget goals in terms of gross margin, costs, disbursements, DSO and Quality of Service
  2. Review and analyse disbursements + involvement in disbursement control committee (request arbitrations or decision validation concerning files in anomaly) in collaboration with Disbursement Control Manager
  3. Update & review of invoicing lines (once a year minimum)
Manage operational relationship with subcontractors
  1. In charge of operational relationship with selected subcontractors (including tariffs negotiation) including internal ones
  2. Organize and follow the quality of service delivered by the subcontractors & provide corresponding feedback to DILS
  3. Ensure the balance in terms of workload between subcontractors
Alert/Inform Management
  1. Implement specific organization/ control on major potential risks
  2. Alert management in case of significant operational issue (huge impact on quality of service, on invoicing, on sensitive clients...)
  3. Inform his management of any information relevant regarding our business activity or environment
  4. Identify issues raised during operations processing whatever in his scope or not

QUALIFICATIONS
  • Engineering degree as a minimum
  • Experience in Oil & Gas and/or Industrial Projects is an advantage
