Job Description/Requirements


Accountant II GRADE: CASB 7 (J.G. “M”)

Duties and Responsibilities
i. Preparation of monthly, quarterly, annual reports and financial statements
ii. Timely posting of payroll in IFMIS (salaries, salaries deductions, gratuity payments, SACCO contributions, pension contributions and others)
iii. Ensure timely filing of KRA e-returns (PAYE, WHT, VAT and others)
iv. Timely posting of Statutory payments in IFMIS (PAYE, WHT, VAT, Contractual fees and other statutory obligations)
v. Vote Control on County Assembly Expenditures
vi. Invoicing of County Assembly Expenditures in IFMIS
vii. Budgets analysis and preparation of Departmental Budgets of the County Assembly
viii. Timely update of Creditors/Debtors Ledgers of the County Assembly
ix. Encumbrance of Imprest in IFMIS
x. Surrender of Imprest in IFMIS
xi. Timely follow up of all Un-surrendered Imprest

The officer will also perform the following duties:
i. Preparation and timely update of Fixed Assets Register
ii. Reconciliation of Register of Minutes and Attendance of MCAs’ Committee meetings
iii. Preparation of manual cash books of all County Assembly Bank Accounts
iv. Bank reconciliation of all County Assembly Accounts
v. Maintaining an updated IFMIS Cashbook
vi. County Assembly Cashier
vii. Ensuring that all statutory payments are timely paid
viii. Writing cheques
ix. Making Banking withdrawals and collection of Bank statements
x. Any other duty as may be assigned from time to time

Requirements for appointment
i. Have a Diploma in Accounting, or it’s equivalent, from a recognized university
ii. Have CPA (K)
iii. Be a member of ICPAK
iv. Highly proficient in Microsoft Excel and Word
v. Knowledge of IPSAS will be an added advantage
vi. Should have at least five years' working experience
vii. Ability to use IFMIS system will be an added advantage
viii. Must meet the requirements of Chapter Six of the Constitution of Kenya, 2010

Candidates interested in the above position must have the following clearances:
a) A certificate of good conduct
b) A clearance certificate from the higher Educations Loans Board
c) A tax compliance certificate from the Kenya Revenue Authority
d) A certificate from the ethics and Anti – corruption commission
