Job Description The Kenya National Examinations Council (also referred to as KNEC or the Council) was established in under the Kenya National Examinations Council Act Cap A of the Laws of Kenya. This Act (Cap A of ) was repealed in and replaced with KNEC Act No. 29 of . KNEC was established to take over the functions previously undertaken by the defunct East African Examinations Council and the Ministry of Education to conduct school, post school and other examinations. The establishment of the Council followed the breakup of the East African Community and the need for an institution to take over control of such examinations to ensure their validity and reliability; and to ensure conformity to Kenya’s goals and changes in Government policy relating to the curriculum and examinations.Job Specifications Coordinating human resource planning within the Council;Developing and proposing a review of human resources policies and procedures best practices;Promoting a high-performance culture and employee empowerment programs;Providing secretarial services to the Management Advisory Committee;Developing, recommending and ensuring effective implementation of staff compensation and rewards systems;Coordinating gender, disability, alcohol and drug abuse mainstreaming programs within the Council;Ensuring implementation of employee health and safety programs;Promoting the development of staff welfare programs;Custodian of staff records;Overseeing the development and implementation of an effective staff performance management system;Managing staff separation and benefits administration processes;Carrying out training needs assessment, monitoring and evaluating staff training and development programs;Managing the staff skills inventory;Ensuring and maintaining up-to-date human resource information;Monitoring and ensuring compliance of the HR quality management standards;Overseeing the Staff welfare and discipline. Person Specifications At least ten years cumulative relevant work experience, three of which should have served at management level;Masters Degree in Human Resource Management, Business Administration with a Human Resource Management or equivalent qualification from a recognized Institution;Bachelors Degree in Human Resource Management or equivalent qualification from a recognized Institution; OR Bachelors Degree in Social Sciences/Business Administration/Commerce with Diploma (KNEC) in Human Resource Management or equivalent qualification from a recognized Institution;Higher Diploma in Human Resource Management from a recognized institution;Management Course lasting not less than four weeks from a recognized institution;Membership to the Institute of Human Resource Management;Demonstrated merit in work performance;Proficiency in computer application;
