F.  DEPARTMENT OF FINANCE, ECONOMIC PLANNING& ICT

2. Assistant Procurement Officer JOB GROUP CPSB 11 (1 POST)

DUTIES AND RESPONSIBILITIES

i.    Assist in ensuring competitive bidding procedures and that Administration of contracts and negotiations are efficiently performed.
ii.    Assist in development of Procurement Plan.
iii.    Assist in preparation of tender documents.
iv.    Assist in management and Maintenance of Procurement Records.
v.    Processing of orders in the system.
vi.    Assist in definition of suppliers in the system.
vii.    Assist in tender evaluation.
viii.    Being Secretary to the Procurement Committee.
ix.    Assist in monitoring Contract Management by user Departments.
x.    Ensuring adherence to the Public Procurement & Disposal Act.

REQUIREMENTS FOR APPOINTMENT
i.    Diploma in Procurement and Logistic Management.
ii.    Member of the Kenya Institute of Supplies Management.
iii.    Holder of Practicing License.
iv.    Relevant work experience of not less than one (1) year.
v.    Satisfy the requirements of Chapter Six of the Constitution of Kenya 2010 on Leadership and Integrity.
a) Certificate of Good Conduct from the Directorate of Criminal Investigation
b) Clearance Certificate from Higher Education Loans Board (HELB)
c)  Tax Compliance Certificate from Kenya Revenue Authority (KRA)
d) Clearance from the Ethics &Anti-Corruption Commission (EACC)
e)  Clearance from Credit Reference Bureau (CRB)
