1.1 About Self-help Africa
Self Help Africa (SHA)-Kenya is an International organization based in Nairobi with its headquarters in Dublin, Ireland dedicated to the vision of an economically thriving and resilient rural Africa, having operations in 9 African countries across Eastern, Southern and West Africa. In Kenya, SHA’s track record stretches over 15 years working with smallholder farmers, farmer associations, cooperatives and small and medium sized enterprises in the agricultural sector with an aim to help them increase production, diversify diets, income and agricultural activities by attracting better prices for their products through value addition and improved access to markets.
SHA’s approach to agricultural development is market driven and backed by technical expertise, evidence based best practices built over time from extensive experience in value chain development and project implementation. In addition, SHA works to raise awareness of smallholder farmers’ issues and represent their interests at policy and institutional levels. Currently, SHA works in more than 40 Counties spread out in all the regions of Kenya.
1.2 Brief overview of Project
Strengthening the competitiveness of the cassava value chain in Kenya Project is a collaboration between Self Help Africa (SHA), the lead applicant and co-applicants; Rafiki Microfinance Bank, Ugunja Community Resource Centre (UCRC), USTADI Foundation and Tru Trade. It responds to identified needs, challenges, and opportunities within the cassava value chain in Kenya; leveraging the expertise of the private sector and together delivering an integrated package of activities to increase the competitiveness of the cassava value chain.
The Program’s overall objective is to increase food and nutrition security, employment, and income among 20,000 smallholder farming households (at least 60% women). Specifically, the program will increase income levels amongst target households through increased cassava production for both subsistence and trade.
The project’s specific objective is to ensure that 20,000 smallholder households benefit from increased smallholder production and return from enterprises. It will also support increased access to markets by promoting linkages with MSMEs working in upstream value chains, including capitalising upon emerging opportunities within the industrial food, beverage, livestock feed and textile sectors, where there is significant appetite amongst large scale companies and investors to increase uptake of cassava within these sectors.
To achieve the specific objective of the project, SHA is looking for an Agri-enterprise development expert to train the Program’s implementing staff including the field officers and M & E team on Agri Enterprise development.
2.0 Objective of the Assignment
The main objective of this training is to provide practical and hands-on knowledge to the program implementing staff on agri- enterprise tools and approaches that would enable them support the various value chain actors (Cassava seed entrepreneurs, farmer business groups, Aggregation centres, Cassava off-takers and MSMEs) so as to build their capacity to expand their entrepreneurial or agribusiness ventures.
2.1 Specifically, the field implementing team have a role to: -
· Strengthen the internal management of the Aggregation Centres, more specifically in marketing and financial linkage coordination
· Facilitate agribusiness related information exchanges within and between the Aggregation Centres and farmer organizations.
· Improve farm business management and marketing skills of the Aggregation Centres
· Effectively mobilize the cassava farmers and aggregation centres to sustainably produce and access markets in collaboration with buyers, processors and other relevant MSMEs.
· Identify off-takers and other opportunities in the cassava value chain and provide linkages amongst these actors after doing simple due diligence.
· Be able to guide the off-takers and aggregation centres in doing simple business projections/plans to help them start their ventures with clear focus.
3.0 Scope of work
The trainings will be carried out in a central place most likely Nairobi/Machakos, where all the staff will be brought together and trained. The training targets a total of 15 staff.
The training will focus on the following broad areas. **
· Cassava Value chain - relationships
· Agribusiness Development Planning
· Agricultural Marketing – market analysis; collaboration
· Operation Planning and Management
· Agribusiness Extension Techniques
· Introduction to Development Technologies in Agribusiness
· Data analysis in Agribusiness
· Monitoring and Evaluation in Agriculture
3.1 The specific tasks to be undertaken during the assignment include: -
The external consultant shall facilitate the training and specifically take lead in the following tasks: -
Develop agri-enterprise training module including training methodology and approaches to be used
Conduct the training
Provide comprehensive course documentation to the trainees
Develop a comprehensive report on the training
As part of the technical proposal, the consultant shall present a detailed methodology / approaches to be used and a well thought duration of the work that includes preparation, training and presentation of report. The training methodology should have.
a) Business cases and practical examples
b) Discussions and interactive learning approach
5.0 Key Deliverables
The following will be the key outputs of this assignment.
· Agri enterprise Training Module
· Agri enterprise training report
6.0 Key Qualification, Experience and Skills
The consultant (s) must demonstrate knowledge in related fields of this study with sound understanding and practical application of methodologies and tools. He/she must have at least 6 years’ experience and a solid understanding of agribusiness, market systems and agri-enterprise development in the agriculture sector. Knowledge on market development for the cassava value chain is an added advantage. The consultant (s) must show proven experience in conducting at least three of such similar assignments.
The lead consultant must have a bachelor’s degree in Agri Business, Agriculture or Development Studies or any related fields and be fluent in English with good communication with strong skills on adult training and report writing skills.
All communications, tools and final report must be in English language.
8.0 OTHERS: Suppliers Code of Conduct **
Self Help Africa expects all its suppliers to respect the following Code of Conduct:
· Employment is freely chosen.
· Goods and services purchased are produced and developed under conditions that do not involve the abuse or exploitation of any persons including - but not limited to – children, women, minority groups etc. The rights of staff to freedom of association are observed.
· Working conditions are safe and hygienic.
· No exploitation of children is tolerated.
· Wages paid are adequate to cover the cost of a reasonable living.
· Working hours are not excessive and regular working hours are provided.
· No discrimination is practiced.
· Local labour laws are complied with.
· Social rights are respected.
· Suppliers comply with all statutory and other legal requirements relating to the environmental impacts of their business.
Confidentiality and Conflict of Interest
The applicant undertakes that they will not at any time, either before or after the termination of this service, use or disclose or communicate to any person confidential information relating to the affairs of SHA. This restriction shall continue to apply after the termination of the service without limit in point of time. To ensure the independence of terms of their contract, the winning applicant will sign a declaration certifying that they have no conflict of interests in relation to the tasks to be undertaken and undertake to inform SHA should this status change.

Self Help Africa perform checks of suppliers against international lists including but not limited to those generated by the European Union (List of person, groups and entities to which Regulation EC.No.2580/2001 applies, the US Government (Office of Foreign Assets Control list of specially designated Nationals and blocked persons and the United Nations (Consolidated List). **
Candidates or tenderers shall be excluded from participation in this procurement procedure if:
a) they are bankrupt or being wound up, are having their affairs administered by the courts, have entered into an arrangement with creditors, have suspended business activities, are the subject of proceedings concerning those matters, or are in any analogous situation arising from a similar procedure provided for in national legislation or regulations.
b) they have been convicted of an offence concerning their professional conduct by a judgment which has the force of res judicata.

f) following another procurement procedure or grant award procedure financed by the Union’s budget, they have been declared to be in serious breach of contract for failure to comply with their contractual obligations.

9.0 Application Procedure
The Consultant(s) are/is required to respond to the TOR in writing with both technical and financial proposal not more than ten (10) pages detailing how he/she will carry out the activity.
The schedule of the activities should also be outlined in the technical proposal. He/she should attach his/her previous relevant work report experience in the specified fields above and if working with a team, the role of the team members in the assignment, their experience, CVs and names of three professional referees.
The Consultant (s) will provide his financial proposal which includes professional fees in Kenya Shillings taking into consideration the applicable tax implications.
The proposal should be accompanied by a signed Code of Conduct, a signed Child Protection Policy, and a signed Terms & Conditions, all provided by SHA under this
