Job Description/Requirements

The National Drought Management Authority (NDMA) is a State Corporation established under the NDMA Act, 2016. The Act mandates the Authority to exercise overall coordination over all matters relating to drought risk management and to establish mechanisms, either on its own or with stakeholders that will end drought emergencies in Kenya.

The Board of the National Drought Management Authority (NDMA) is seeking to recruit competent individuals to fill the following positions;
c. Deputy Director, Technical Services (County Drought Coordinator, NDMA 3 (3 posts)


The Technical Services Function entails:
(i) Coordinating drought resilience, drought contingency planning and response and drought information in the country;
(ii) Providing drought information for decision making;
(iii) Building national, county and community structures to manage drought;
(iv) Developing resource mobilization and drought mitigation strategies and oversee implementation of all programs and projects.

4. Deputy Director, Technical Services (County Drought Coordinator, NDMA 3 (3 posts)

Duties and Responsibilities

The job holder is responsible for establishment, management and implementation of drought preparedness, mitigation and resilience projects; responsible for leading and coordinating efforts to strengthen drought resilience and adaptation to climate change under the Ending Drought Emergency strategy; responsible for coordinating efforts of state and non-state actors to reduce drought vulnerability protect, livelihoods and ecosystems; responsible for providing accurate and timely drought and food security information to the key actors, particularly the County Governments, NGOs, CBOs and communities.
An officer at this level will report to the Director, Technical Services and will be the Head of a County Drought Coordinating Unit.

Duties and responsibilities will entail:
i) Promoting the implementation of strategic development interventions that enhance resilience to drought and climate change
ii) Overseeing implementation of drought resilience, preparedness, response and recovery programs and projects.
iii) Coordinating the adoption of systems and mechanisms developed at National level for the efficient drought management.
iv) Ensuring drought risk management is mainstreamed in the county planning and budgeting processes.
v) Ensuring that drought response and resilience activities are timely and appropriate,
vi) Coordinating drought resilience interventions by various governmental and non-governmental actors such as UN agencies, NGOs, CBOs and FBOs to facilitate efficiency and synergy.
vii) Overseeing development and operationalizing of the Drought Early Warning System (EWS)
viii) Coordinating the implementation of the cascaded Authority’s strategic plan
ix) Coordinating development of the County work plan and budget;
x) Mentoring and coaching county staff
xi) Overseeing performance management in the county
xii) Ensuring the staff at the county comply with the procedures and plans of the Authority.
xiii) Coordinating the preparation of monthly, quarterly and annual reports for the county.
xiv) Responsibility for the operations and performance of the county office
xv) Responsible for the adherence to the financial standards and regulations
xvi) Responsible for adherence to the Public Procurement and Disposal laws.

Requirements for Appointment
For appointment to this grade an officer must have: -

i) served in the grade of Assistant Director level in any of the technical divisions in the Authority for a minimum period of three (3) years or in a comparable and relevant senior management position in a large public or private organisation;
ii) Bachelor’s degree in either Range Management, Agriculture, Livestock, Economics or Agricultural Engineering Rural Development Studies, Mathematics, Statistics, computer Science, Environmental Management, Developmental Studies, Agricultural Economics, Community Development, Information Science or Project Planning and Management from a recognized institution
iii) Master’s degree in either Range Management, Agriculture, Agriculture Engineering, Livestock, Disaster Management, Rural Development Studies, Economics, Mathematics, Statistics, computer Science, Environmental Management, Developmental Studies,
Agricultural Economics, Community Development, Information Science or Project Planning and Management from a recognized institution
iv) Certificate in management lasting not less than four (4) weeks from a recognized institution;
v) Computer Literacy
vi) Demonstrated administrative and professional proficiency in work performance and exhibited a thorough understanding of national goals, policies, objectives and ability to relate them to proper management of the Drought Management Sector.

5. Terms of employment
5.1. Duration

5.2. Remuneration
The positions will be remunerated as follows;
5.2.1. NDMA 2: Basic Salary scale: Ksh 177,300pm – Ksh 240,300 pm; House Allowance: Ksh 60,000, Commuter Allowance Ksh 20,000
5.2.2. NDMA 3: Basic Salary scale: Ksh 139,500 pm – Ksh 186,300 pm; House Allowance: Ksh 50,000, Commuter Allowance Ksh 16,000. Hardship Allowance will be paid where applicable.
5.3. Medical

5.4. Leave and leave allowance
