LVCT Health is an established Kenyan NGO that is renowned for the implementation of health programs at scale in Kenya. Through its vision of Empowered Healthy Communities, LVCT Health is a leader in designing and implementing innovative HIV prevention and treatment approaches, sexual and
reproductive health and gender-based violence programs reaching the most vulnerable populations. The organization works with the government and other stakeholders at the national and county levels.
We are in the process of filling the following key vacant position for our CDC-funded comprehensive HIV Prevention, Care & Treatment Project – Vukisha95 in Homa Bay and Kisii counties. The project aims to continue the acceleration of sustainable, high-quality, comprehensive HIV Prevention, Care, and
Treatment services, to achieve the 95-95-95 targets and HIV epidemic control and transition to a sustainable County-led service delivery model.
The project’s broad objectives are to:
• Increase demand for and access to quality HIV prevention services.
• Increase demand for and access to quality HIV treatment services.
• Strengthen the capacity of county health systems, local partners and communities to deliver quality health services.

POSITION: Deputy Project Director DPD/LVCT/11/2022
REPORTING TO: Operations Director
LOCATION: Nairobi

Job Purpose
The job holder shall deputize the Project Director in providing leadership, management and oversight in coordinating and administering the Vukisha95 Project in both Homa Bay and Kisii Counties. The Deputy Project Director will be responsible for planning, organizing, leading, and coordinating teams in Kisii County to ensure the achievement of program targets. In addition, S/he will coordinate the County and Project teams to ensure alignment of strategies and seamless working relationships with the rest of the organization. This is a senior management position, and the job holder will also be a member of the core management team (CMT) in LVCT Health.

Key Responsibilities

Technical support - 30%

• Responsible for technical direction for the Vukisha95 program in Kisii in areas including HIV, GBV, RMNCAH and Health Systems Strengthening. S/he will work closely with the larger Vukisha95 team, donor, County and LVCT Health HQ team
• Be knowledgeable about all Vukisha95 project areas and keep abreast with the latest developments in the program areas at the national and local levels and facilitate the transfer of the knowledge to the Vukisha95 technical teams in Kisii county
• Ensure all projects achieve donor targets in a timely manner and consistently
• Support the Technical and Operations staff by providing oversight, management and technical direction for the implementation of activities that will lead to the achievement of the 95:95:95 cascade of HIV care targets for paediatrics, adolescents and adults in supported sites and counties
• Develop and implement a peer review process to continually bridge performance gaps in the foundation, including sharing lessons learned and best practices adopted
• Ensure high-quality standards are maintained in program implementation and reporting consistently

Project management - 25%
• Coordinate the TAs and technical officers across all the counties to deliver on the program priorities
• Ensure that annual work plans/continuation application, budgets and individual staff action plans are developed and implemented in a timely manner and that the various activities and outputs are clearly linked to the overall project performance monitoring plan.
• Develop and implement a project management structure that facilitates and encourages continuous learning, and data use for decision making and teamwork
• Facilitate weekly, monthly, and quarterly meetings within and across teams for planning and progress review with clear action points and responsibilities and Ensure regular and structured follow-through of action points
• Provide day-to-day approval for travel and other logistical support for all activities being implemented by direct reporting officers.
• Line management, capacity building and motivation for direct reports
• Performance appraisal for direct reports and ensuring appraisals are done regularly and on time across the department
• Ensure program teams receive adequate technical guidance to ensure programs are of good quality &innovative
• Ensure program compliance with grant rules and regulations

Partnerships, linkages, networking and integration – 15%
• Support the Project Director in raising Vukisha95 visibility and presence in supported counties through Participation in County stakeholders’ meetings/Joint LVCT Health & CHMT Meetings and Form strategic relationships with other implementing partners, including donors and private /FBO sector
• Participation in CDC/PEPFAR high-level meetings
• Undertake health systems strengthening functions and lead in county transition processes

Project Performance Monitoring – 20%
• Work closely with the Project Director to prepare and present annual and quarterly project progress and technical reports to CDC, MOH and other partners.
• Work with TAs to ensure training /capacity building and mentoring of the regional staff on M&E tools and M&E systems through CMEs and
• Work closely with the M&E Lead and the TAs to ensure monthly, and quarterly data is compiled on a timely basis and narratives developed to explain any targets falling below donor expectations
• Ensure continuous quality improvement activities, supportive supervision, SIMS and other external QAs are carried out regularly
• Working with communications, encourage and provide technical support to the project staff to document best practices, success stories and human interest stories from the project for reporting and project visibility
• Ensure the project carries out monthly data review meetings with counties and sub-counties to track progress and agree on action points • Work with the M&E team to prepare presentations for monthly and quarterly CDC meetings and build the capacity of technical teams to present their work
• Coaching and supporting the roll-out of interventions in accordance with standard training materials and guidance.
• Participate in project evaluation activities, including contributing to protocol development, supporting data collection, analysis and utilisation of results

Communication with donors & health stakeholders – 10%
• Communication of program directions and decisions of donors and/or the management to County/Project staff
• In partnership with the Project Director, meet regularly with CDC, collaborating partners, and other stakeholders to share progress, accomplishments and challenges and to advocate and ensure technical assistance activities result in skills transfer in sustainable ways. Consult frequently with the CDC on the project's current and future strategic direction.
• Maintain regular contact and communication with counties. Establish mechanisms for cocreation and joint review of project performance
• Communicate threats or risks to the organization to SMT, CMT or relevant departments for action immediately and follow up for quick action

Required qualifications, experience and skills
• A degree in Medicine
• Master’s degree in social sciences, public health, medicine, business administration, or related qualifications will be of added advantage.
• At least eight years of experience in a senior role managing and implementing complex public health programs of similar scope and size in a development context
• Experience implementing comprehensive PEPFAR programs
• At least five years of demonstrated experience in managing and supervising a technical team and in a similar project design.
• At least five years of experience at mid or senior level in the following areas: HIV and AIDS in
Kenya and demonstrate experience in two of the following areas: quality improvement/quality assurance; community health, human resources for health development; M&E; and operations research.
• Demonstrated ability to build and maintain relationships, create synergies and work effectively with CDC, government representatives, NGOs, for-profit private sector entities, local community organizations, donors and other stakeholders, particularly at the sub-national level.
• Professional-level proficiency in oral and written fluency in the English language.
• Strong management skills, leadership qualities, professional reputation, ability to create synergies where applicable, interpersonal skills, and written and oral presentation skills
