1. Director Climate Change JOB GROUP ‘R’ ONE (1) POST ADVERT NO. 148/2020
Terms of Service : Permanent and Pensionable
Basic Salary : Kshs. 121,430 p.m. – 169,140 p.m.
House Allowance : Kshs. 20,000 p.m.
Commuter Allowance : Kshs. 16,000 p.m.

Requirements for Appointment
For appointment to this grade, a candidate must have:
i. Experience of at least twelve (12) years in environmental management;
ii. Bachelor’s degree in any of the following disciplines: Environmental Science, Environmental Conservation and Natural Resource Management, Environmental Conservation, Environmental Education, Environmental Health, Environmental Horticulture and Landscaping, Environmental Law, Environmental Management and Conservation, or any other relevant qualifications from a recognized institution;
iii. Master’s degree in any of the following disciplines: Environmental Science, Environmental Conservation and Natural Resource Management, Environmental Conservation, Environmental Education, Environmental Health, Environmental Horticulture and Landscaping, Environmental Law, Environmental Management and Conservation, or any other relevant qualifications from a recognized institution;
iv. Certificate in a Strategic Leadership and Development Programme lasting not less than six (6) weeks from a recognized institution;
v. Certificate in Computer Applications;
vi. Demonstrated managerial, administrative and professional competence in work performance and exhibited; and
vii. Thorough understanding of county goals, policies, objectives and ability to relate them to proper management of the environment function.
Duties and Responsibilities
i. Developing and implementing environmental and climate change policy, legislation and related statues;
ii. Development and implementation of strategic plans;
iii. Coordinating all activities related to climate change in consultation with the stakeholders;
iv. Overseeing development and implementation of projects and programs;
v. Preparation of county position papers and speeches on climate change;
vi. Approval of EIA and EA reports;
vii. Preparation and implementation of work plans and performance contract target setting;
viii. Development of project concept notes;
ix. Facilitating the environment subsector development partners’ coordination fora;
x. Secretary to the County Environment Committee;
xi. Overseeing the development and management of environment information system;
xii. Conservation and protection of non- gazetted forests, promotion of agro- forestry;
xiii. Mobilizing and engaging stakeholders in afforestation efforts to progressively and sustainably increase the county’s forest cover;
xiv. Monitoring of environmental and climate change projects and programs;
xv. Rehabilitation, restoration and conservation of degraded catchment areas and river basins;
xvi. Liaising with NEMA, KWS, KFS and other Agencies in ensuring that where applicable water development activities get the necessary permits and licenses; and
xvii. Pollution control and ensuring compliance with set regulations, guidelines and standards.
