Terms of Service : Permanent and Pensionable
Salary : Kshs. 121,430 - Kshs. 169,140 p.m.
House Allowance : Kshs 20,000 p.m
Commuter Allowance : Kshs 16,000 p.m

(a) Requirements for Appointment
For appointment to this grade, an officer must have:
(i) Experience of at least twelve (12) years in human resource management;
(ii) Master’s degree in Human Resource/Human Resource Management, Industrial Relations, Public/Business Administration, Government or any other relevant qualification from a recognized institution;
(iii) Be a registered member with the Institute of Human Resource Management (IHRM);
(iv) Certificate in Strategic Leadership Development Programme lasting not less than six (6) weeks from a recognized institution;
(v) Certificate in computer applications;
(vi) High level of inter-personal skills;
(vii) Demonstrated a high degree of professional competence, administrative capabilities and initiative in the general organization and management of the human resource and a thorough understanding of the human resource issues and emerging human resource management practices/ techniques.
(b) Duties and Responsibilities
(i) Head of Human Resource in the county public service;
(ii) Initiating, formulating and implementing policies on Human Resource;
(iii) Implementation of human resource management policies, rules and regulations and ensuring that they are adhered to;
(iv) Analyzing the impact of the human resource policies, rules and regulations in the respective department;
(v) Advising the Chief Officers on the delegated powers and ensuring proper implementation on the professional human management standards and ensuring that the standards are maintained in the department;
(vi) Advising on succession management/human resource planning, development of staff and utilization of human resources;
(vii) Advising the departments on career development and initiating development and review of schemes of service; and
(viii) Interpretation of labour laws and other statutes that impact on the human resource in the ministry/Department.
