VACANCIES IN THE DEPARTMENT OF EDUCATION, TECHNICAL TRAINING, INNOVATION & SOCIAL SERVICES

3. Director of TVETs, Innovation & Social Services - KSM/CPSB/22/11/2022. -

Duties and Responsibilities

•    Promote awareness on TVET needs and demands to local communities and parents.
•    Prepare and submit quarterly and annual reports.
•    Advise and make recommendations to the chief officer on all matters related to training in TVET institutions.
•    Monitor and implement the curricular, co-curricular activities, programmes and projects.
•    Prepare and implement the departmental annual work plans and budgetary requirements.
•    Prepare TVET strategies and give technical advice and guidance to personnel in lower cadre.
•    Implement the TVET staff training and appraisals.
•    Planning and implementing programs related to youth and gender affairs in the County
•    Providing technical and administrative guidelines to the relevant stakeholders on implementing County supported programmes/ projects;
•    Contributing to the formulation and preparation of project proposals, work plans and stratezy documents in the department.
•    Conducting research to support programme/ project activities in the directorate.
•    Acting as strategic and policy advisor on social related matters to the chief officer in the department.
•    Coordinating ordering, acquisition, inventorying and disposition of the directorate resources.
•    Providing research on social services development.
•    Collaborating with other institutions, agencies, organizations and NGOs dealing with the welfare and development of vulnerable groups with a view of raising awareness
•    and ensuring implementation of decisions and programs
•    Participating in monitoring, reporting and evaluation of the programs/ projects in the directorate.
•    Any other duties as may be assigned from time to time by the Chief Officer.

Qualifications
•    Be a Kenyan citizen
•    Bachelor’s degree in Sociology, Social Work, psychology or Community Development; or equivalent qualification from a university recognized in Kenya;
•    Master’s Degree in any of the following: Sociology, Social Work, psychology or Community Development from a university recognized in Kenya will be an added advantage;
•    A minimum of Seven (7) years’ experience in relevant work and at least three (3) years in a managerial position in the Public Service or in the Private Sector, experience in the TVET or Post Schooling Education and Training Sector will be an added advantage.
•    Extensive experience in any of the following general management spheres: College/education institution management, strategy management, education management,
•    Proven management skills and a track record in the preparation, implementation and management of strategic, operational and financial plans and projects.
•    Proven computer literacy, including advanced MS Word, MS Excel and MS PowerPoint;
•    Proven report writing and presentation skills. Sound knowledge of the public TVET college sector and its regulatory and legislative framework;
•    Demonstrate a thorough understanding of county/National goals, policies and development objectives and the ability to translate them into social development programs/ projects.
•    Members of the Kenya Institute of Social Work KISWCD.
