Job Description

The Commission on Administrative Justice (Office of the Ombudsman) is a Constitutional Com-mission established under Article 59 (4), Chapter fifteen of the Constitution and the Commission on Administrative Justice Act, 2011 with the mandate of addressing all forms of maladministration in the public sector in Kenya. The Commission is also charged with overseeing and enforcing the implementation of the Access to Information Act, 2016.
The Commission seeks to fill the following positions: -

JOB GRADE: CAJ 2

TERMS OF EMPLOYMENT: 4 YEAR CONTRACT
JOB DESCRIPTION
The Director, Public Education, Advocacy Complaints, Investigations and Legal Services will be responsible to the Commission Secretary for management of the Public Education, Advocacy and Communication Department.

Specific duties and responsibilities will entail: -
(i) Coordinate development, review and implementation of public education, advocacy, corporate communication and social media strategies and guidelines;
(ii) Develop public education, advocacy and communication; and media platforms content for the general public and special groups such as media and non-state actors;
(iii) Conduct public education and awareness on the Commission mandate;
(iv) Facilitate Commission’s official and public events;
(v) Promote partnerships and leverage on platforms by partner organisations
(vi) Undertake research in public education, advocacy and corporate communication;
(vii) Coordinate sensitization and training of Ministries, Departments and Agencies on complaints management and access to information; and
(viii) Oversee the development and implementation of crisis communication plans and advise the Commission in crisis communication.
(ix) Any other duties as may be assigned from time to time.

JOB SPECIFICATIONS
For appointment to this grade, a candidate must: -

(i) Have relevant experience in a managerial position for a minimum period of ten (10) years;
(ii) Have a Bachelor’s degree in any of the following disciplines: Public Relations, International Relations and Diplomacy, Journalism, Mass Communication, Education, Arts or equivalent qualification from a recognized Institution;
(iii) Have a Master’s degree in any of the following fields: Education, Management, International Relations, Public Communication, Education, Law, Management/Administration, Sociology, Anthropology, International Relations, Development Studies or equivalent qualification from a recognized institution;
(iv) Have a certificate in Training of Trainers (TOT) lasting not less than two (2) weeks from a recognized institution;
(v) Have a Certificate in Leadership/Corporate Management Course lasing not less than four (4) weeks from a recognized institution;
(vi) Have a Certificate in computer Application Skills from a recognized institution;
(vii) Meet the requirements of Chapter Six (6) of the Constitution on Leadership and Integrity;
(viii) Have a clear understanding of CAJ mandate and the role of public education, advocacy and communication in realization of this mandate; and
(ix) Demonstrate high professional competence and managerial capability for effective planning, direction, control and coordination of Public Education and Communication.

CLEARANCE/COMPLIANCE CERTIFICATES
Successful candidates will be required to provide copies of clearance or compliance certificates from:

• Kenya Revenue Authority
• Ethics & Anti-Corruption Commission
• Directorate of Criminal Investigations (CID)
• A credit reference bureau
• Higher Education Loans Board
