Job Description/Requirements

The National Drought Management Authority (NDMA) is a State Corporation established under the NDMA Act, 2016. The Act mandates the Authority to exercise overall coordination over all matters relating to drought risk management and to establish mechanisms, either on its own or with stakeholders that will end drought emergencies in Kenya.

The Board of the National Drought Management Authority (NDMA) is seeking to recruit competent individuals to fill the following positions;
a. Director, Technical Services, NDMA 2 (1 Post),

The Technical Services Function entails:
(i) Coordinating drought resilience, drought contingency planning and response and drought information in the country;
(ii) Providing drought information for decision making;
(iii) Building national, county and community structures to manage drought;
(iv) Developing resource mobilization and drought mitigation strategies and oversee implementation of all programs and projects.

DIRECTOR, TECHNICAL SERVICES
The office bearer will be answerable to the Chief Executive Officer for overall coordination of the technical functions of the Authority

The Director, Technical Services will have the following duties and responsibilities: -
i) Oversee efficient and effective operations within the directorate and with other actors such as line ministries, county Governments, UN Agencies and NGOs involved in drought management
ii) Coordinate implementation of the Directorate’s strategic plans and realization of its objective
iii) Assist the CEO in providing information to the Presidency for decision making in the declaration of drought as an emergency/famine
iv) Assist the CEO in continuous improvement in the knowledge and skills of staff in the context of complex and changing environment.
v) Coordinate drought and climate change resilience building activities at county and national level.
vi) Develop innovative drought preparedness, response and resilience systems for adoption of national, county governments and other stakeholders
vii) Facilitate technological transfers from developed countries to the country through the global frameworks for climate change and disaster risk management
viii) Support the CEO in the domestication and reporting on various protocols, agreements and conventions relating to drought risk management and climate change adaptation
ix) Coordinate drought response interventions by various governmental and non-governmental actors such as UN agencies, NGOs, CBOs and FBOs to facilitate efficiency and synergy
x) Manage county drought management coordinators to deliver on their mandates.
xi) Develop, resource mobilize and oversee implementation of all programs and projects.
xii) Coordinate establishment of National Drought Contingency Fund and other key strategies on drought management.
xiii) Develop and determine the criteria for disbursement of contingency finance and produce relevant technical guidance and procedures; efficient and effective operations within the directorate and with other actors such as line ministries, county Governments, UN Agencies and NGOs involved in drought management
xiv) Coordinating professional preparation of material for use by national or county governments, communities, development partners and other stakeholders;
xv) Ensure the development of targeting tools and methodologies for the cash transfer programs taking into consideration economic, social and political environment.
xvi) Ensure the establishment of cash transfer infrastructure, management of payment systems and transparent grievance and complaint management mechanism/system
xvii) Mentor and coach departmental staff
A. Requirements for Appointment

For appointment to this grade, an officer must have: -
i) served in a position of Deputy Director in any of the technical services divisions of the Authority for a minimum period of three (3) years;
OR
ii) relevant working experience of at least twelve (12) years with a minimum of three (6) years in a senior management and leadership position in a large public or private organization;
iii) Bachelor’s degree in any of the following fields: - Range Science, Agriculture, Livestock, Agricultural Engineering or relevant qualification from a recognized institution;
iv) Master’s degree in any of the following fields:- Range Science, Agriculture, Livestock, Economics, Agricultural Engineering, or its equivalent and relevant qualification from a recognized institution;
v) Certificate in Leadership lasting not less than four (4) weeks or its equivalent qualification from a recognized institution;
vi) Upon being given the offer meet all the requirements of Chapter six (6) of the Constitution of Kenya;
vii) Computer Literacy;
viii) Proven leadership qualities, problem solving and negotiation skills, excellent team building and organizational skills and evidence of being a strong team player; and
ix) Demonstrated a thorough understanding of national goals, policies and develop objectives and translate them into national drought mitigation policies, programmes and projects.

5. Terms of employment
5.1. Duration

5.2. Remuneration
The positions will be remunerated as follows;
5.2.1. NDMA 2: Basic Salary scale: Ksh 177,300pm – Ksh 240,300 pm; House Allowance: Ksh 60,000, Commuter Allowance Ksh 20,000
5.2.2. NDMA 3: Basic Salary scale: Ksh 139,500 pm – Ksh 186,300 pm; House Allowance: Ksh 50,000, Commuter Allowance Ksh 16,000. Hardship Allowance will be paid where applicable.
5.3. Medical

5.4. Leave and leave allowance
