Job purpose: To act as lead on development, application and management of a global system for monitoring and reporting on VSO’s programme results; lead production of analytical information and reports in line with VSO’s programme performance, impact and areas relevant for volunteering for development programme learning.
Key Responsibilities
Programme Data System Development
- Lead the design and management of VSO’s global programme data monitoring and reporting system efficiently and effectively for ultimate benefit of VSO’s dynamic programmes and initiatives
- Enable VSO to keep abreast of current trends in programme monitoring in the international development and volunteering for development sector and bring the learning to inform the application of a robust data system the evidence the value of the Volunteering for Development framework
- Lead design and application of digital solutions to VSO requirements for global programme data management, working closely with other teams across programmes and IT
- Lead adaptation & implementation of global programme data management system across VSO programmes and countries
Programme Data Monitoring and Analysis and Reporting:
- Produce analytical reports out of programme data management system, relevant and effective for programme decision making as requested by technical/thematic leads, practice areas and programme leadership
- Work with line manager to advise programme teams on programme data collection guidelines, innovations and adaptations
- Input in production of global analysis and reports with M&E data and analysis
Collaboration and Capacity Building:
- Work with and accompany country programmes and project teams in building their capacity for quality data collection and data management at country and project level
- Work with other members of KEL team to ensure that data collection, analysis and reporting is coherent with and contributes to key activities such as research, evaluation and knowledge creation and business pursuit
- Work with other functions and team as necessary to strengthen effectiveness of programme data management and utilization
- Strengthen capacity of project teams and VSO in application of remote monitoring and evaluation tools and methods
- Undertake reasonable assignments outside of the identified responsibilities as required by VSO
Key Performance Indicators
- A functioning and effective global data management system
- Quality, analytical, and relevant reports demonstrably used by programme teams and leadership for decision making and learning
- Country teams demonstrate using data management systems to report and decision making
- Monitoring system and practices seamlessly works with rest of Knowledge for Impact colleagues
- Country M&E colleagues are well supported for their monitoring system and capacity to effectively connect with the global system
Skills & Competencies Required
Essential criteria
Knowledge/qualifications/Experience:
• Degree in advanced statistics/ monitoring and evaluation and application of digital technology in data management or a related field
• Understanding of advanced data monitoring approaches, solutions, and methodologies suitable to large and complex NGOs
• Experience of designing and managing at least one complex programme data monitoring system in an international NGO
• Reasonable exposure to, understanding of, and experience in development contexts in the global south i.e. Africa and/or Asia
Skills/competencies:
Significant experience of the efficient collection and analysis of complex and high volume data, including both impact and statistical data, from multiple projects
Ability to effectively plan and manage own workload and work to deadlines
Excellent analytical and report writing skills and ability to tailor information appropriately to the audience
• Excellent communications skills – able to express and communicate complex information in a simple and succinct manner
• Ability to work collaboratively with people with diverse views, in different teams, and in remote locations.
• Self-starter, motivator, and proactive with initiative and confidence to lead in their designated field
• Agile, flexible, and adaptive to changing organizational and team priorities
