1. MISSION OF THE DEPARTMENT

The Global Resource Mobilisation Department mission is to support, inspire and drive the WWF network to increase public and private resources for WWF’s conservation strategy and mission; help WWF offices to mobilise resources for global conservation priorities through strategic public sector partnerships and philanthropy, including working collaboratively with the WWF network to encourage and facilitation cross-border efforts; and support the sustainable growth of WWF offices by providing strategic support and capacity building to offices and regions.

2. MAJOR FUNCTIONS

WWF is seeking to recruit a Partnerships Manager, Global Biodiversity Framework (GBF) Implementation, within the Public Sector Partnership (PSP) Team of the International secretariat to support the newly adopted WWF Public Sector Strategic framework to mobilise resources for the implementation of the GBF and manage the PSP work plan under the newly launched project on Accelerating implementation of the GBF through a Community Led Conservation (from here on known as the GBF-CLC Project). The job holder, on behalf of the Public Sector Partnerships team, will work collaboratively with WWF teams and external partners to co-develop and manage the advocacy towards achieving Target 19 (in particular mobilising $30bn per year of international public finance by 2030).

Develop the strategy and deliver the PSP work plan to support the implementation of the GBF-CLC project which aims to put Community-Led Conservation at the heart of GBF Implementation in five mega-biodiverse countries (Papua New Guinea, Republic of Congo, Tanzania, Tunisia, and Vietnam). Project implementation will be led by five WWF country offices in close collaboration with local and regional partners in the five sub-regions (Congo Basin, Mekong Delta, The Pacific, East and Southern Africa and North Africa) as well as with the WWF Regional Offices.

Leveraging longstanding partnerships held by WWF National Offices in aid donor countries, the GBF-CLC project will work closely with bilateral aid agencies at HQ level to increase awareness, influence policy and advocate for funding mechanisms which integrate CLC and increase financial flows to achieve GBF target 19.

The job holder will leverage WWF's expertise and convening power of partnerships to drive national, regional and global progress while ensuring inclusivity and human rights principles are at the forefront of conservation, policy and resource mobilisation efforts.

The Partnerships Manager will have responsibility for convening PSP relevant expertise to support the GBF Implementation and the successful implementation and conclusion of the GBF-CLC program, including identifying partnership and funding opportunities to scale up the project objectives and foster sustainable financial mechanisms for community-led approaches.

The role is likely to include travel to the five countries and regions, and also potentially to engage at major conferences and events such as CBD COP.

CONTRACT TYPE: Fixed term, maximum 3 years

3. MAJOR DUTIES AND RESPONSIBILITIES

Advocacy and capacity building (50%)

In close collaboration with the global Policy, Advocacy & Campaign Team and Finance Practice, support the development and refinement of WWF’s strategy against GBF target 19 Develop and manage annual work plans in close collaboration with country, regional and global teams and ensure their effective implementation; Provide technical guidance on engagement with PSPs, help develop relevant materials and pieces for capacity building and training of WWF staff and partners; Support WWF Offices and help mobilise the network of PSP Focal points to influence on-the-ground development cooperation and bilateral aid; Participate in capacity building of local country teams and partners in their advocacy and engagement with public sector partners; Contribute to developing advocacy policy briefs, high-quality technical/narrative reports and other relevant documents; Help mobilise the PSP focal point network within WWF and participate in engagement with external partners as appropriate; Explore partnerships opportunities with other like/minded institutions to track and hold target institutions to account for Official Development Assistance (ODA) delivery; support leveraging other global efforts (such as NBSAPs Accelerator, Biofin, HAC, GBF Fund).

Project and knowledge Management (20%)

Work with GBF-CLC regional project manager and other project team members on the development and implementation of a comprehensive monitoring, evaluation, and reporting plan for the GBF program; With the support of Project finance, monitors the PSP budget project spending; Coordinate with others on the development and dissemination of GBF documentation and lessons learned across offices, as it pertains to advocating on Target 19 (case studies, statistics, and relevant updates, knowledge products, and narrative reports, etc); Participate in the planning, organisation and documentation of learning events, capacity building workshops and other initiatives hosted or facilitated by the GBF-CLC program; Join project management meetings on a regular basis to ensure coherent and coordinated approach across various teams and scales (landscape, national, regional, global) as most needed; Share lessons with the PSP Community of Practice and network as appropriate.

Partnership and business development (30%): in close coordination with PSP Team colleagues, PSP Focal Points, PSP Coordinators and regional teams:

Support with the identification of new PSP funding opportunities, with a particular focus on the five target countries to maximise the impact of the GBF-CLC project; Participate in the development and coordination of PSP funding proposals; Represent WWF at international and national fora as requested.

4. PROFILE

Required Qualifications.

At least 8 years of demonstrable experience in partnership development, communications and advocacy; Bachelor’s / Master’s Degree or equivalent work experience in development studies, economics, conservation, social sciences, international relations or management field; Fluency in English, written and verbal; fluency in French (written and spoken) an advantage;

Required Skills and Competencies.

Experience working with large-scale conservation programmes, development aid policy and/or development programmes; Excellent partnership management and diplomatic skills; Experience living and working in developing countries an advantage; Previous engagement with or knowledge of the Global Biodiversity Framework and biodiversity and climate finance landscapes desirable; Excellent analytical, organisational and coordination skills, ability to prioritise and be agile; Proven ability to deliver outcomes in a diverse environment without having direct oversight or control of dispersed and diverse teams; Strong interpersonal, diplomatic and communication skills in a multicultural environment, including an ability to work and communicate effectively with a broad spectrum of individuals within a broad range of cultural environments; A strong team player capable of integrating diverse activities within an evolving environment; must be comfortable with change and leading change within an organisational framework; Reliable, multitasking, working well independently as well as a team member; Ability to deal with a variety of situations and able to manage multiple stressful and high pressure demands; Ability to quickly build effective stakeholder relationships; Fully supportive of WWF’s mission and global priorities; Embraces the WWF mission and values of the organisation: Courage, Integrity, Respect & Collaboration.

5. WORKING RELATIONSHIPS

Internal.

Foster collaboration with PSP Community of Practice and teams, WWF National Office PSP Focal Points, Finance practice, Global Policy, Advocacy and Campaign team; the country offices, the regional conservation and program quality teams, and other colleagues as relevant.

External.

The Partnerships Manager will interact with local, regional and global implementation government representatives and partners working on GBF implementation, current and prospective donors, as well as any other key stakeholders with an interest in WWF’s GBF implementation work. This will be managed within the principles and protocols in place within WWF to ensure efficiency and transparency. This is likely to include NGO coalitions and conservation advocacy organisations.
