JOB SUMMARY
Our client, is a non-governmental organization that works to promote and protect health-related human rights while working within four (4) key thematic areas - HIV, TB and Key Populations; Women, Land and Property Rights; HIV TB & KAPS; Strategic litigation; and Health and Governance is looking to hire a Programme Manager for the HIV Tuberculosis (TB) and Key Affected Persons (KAPS) thematic area. The Manager will be based in the Nairobi Office and will be tasked with the growth and strategic direction of the thematic area.
S/he shall work collaboratively with other thematic area managers to ensure inter-thematic synergies to drive the growth of the organization. The Programme Manager will be an experienced, proactive and results-oriented person, networker and advocate with the ability to guide the implementation of the existing projects, capacity and systems strengthening, growth, engagement with existing and new partners and resource mobilization within the thematic area.
Specific responsibilities will include, but shall not be limited to providing policy advisory services, programme development services, project assurance and oversight while fully supporting end-to-end programmes implementation processes, advocacy as well as partnerships and resource mobilization. Our client is keen on reaching individuals with strong legal and litigation experience, programme management experience, movement building within the HIV TB & KAPS or other relevant spaces and engagement in evidence based messaging for social and legal norms change.
DUTIES & RESPONSIBILITIES
Reporting to the Deputy Executive Director & Head of Programmes, the Programme Manager HIV TB & KAPS duties and responsibilities will include but not be limited to;
- Provide leadership in the development of strategic plans and budgets for the thematic area; Lead the conceptualization of Programs in the HIV TB & KAPS thematic area in line with the Strategic Plan;
- Provide technical and operational guidance and oversight on the implementation and coordination of all the programmes under the thematic area;
- Analyze laws, bills, regulations, polices and operational frameworks at the International, regional national and county levels to identify gaps and ensure they integrate human rights principles and rights-based approaches;
- Keep abreast with legal developments relevant to the HIV TB & KAPS thematic area nationally, regionally and globally;
- Work with the Strategic Litigation Team to undertake public interest litigation to influence policy and provide long term redress on human rights violations relating to HIV TB & KAPS;Initiate and participate in different strategic partnerships at the community, county, national, regional and global levels to enhance the respect and protection of HIV TB & KAPS;
- Work with the Deputy Executive Director and other Programme Managers to ensure close collaboration with other thematic areas and departments within the organization;
- Conduct relevant research and write components of larger research being undertaken as relates to the HIV TB & KAPS thematic area;
- Ensure the HIV TB & KAPS programme activities are grounded, strongly inter linked, and consolidated;
- Ensure documentation of learnings by the HIV TB & KAPS programme team in the most effective way demonstrating value for money;
- Support proper Fund Raising & Donor Relationship Management for programme and organizational sustainability;
- Ensure close monitoring of HIV TB & KAPS program works in the field to ensure alignment and contribution to KELIN strategy, monitor flow of information and systemic documentation of quantitative and qualitative achievements in the field and lessons learned thereof; and
- Track trends in contemporary development programming and programme management practices, document and provide advice/ recommendations on key HIV TB & KAPSdevelopments to relevant teams and during strategy review sessions.
- Provide leadership to the Programme teams towards achieving the objectives of the thematic area through conceptualization and quality implementation of projects;
- Manage and mentor all programme staff under the HIV TB & KAPS thematic area by providing practical and innovative ideas on research, writing, advocacy, communications, outreach and program implementation;
- Assist with the recruitment, of programme officers, programme assistants, fellows, interns, volunteers and pro bono lawyers in line with the thematic area; and
- Support the HIV TB & KAPS Programme Officers to strengthen networks in collaboration areas and provide support to relevant partners and networks and build HIV TB & KAPS capacity of member organizations;
- Monitor the optimum and appropriate use of programme resources (financial, human, administrative and other assets) within the HIV TB & KAPS thematic area and verify compliance with organizational rules, regulations and procedures, donor commitments and standards of accountability and integrity;
- Monitor compliance with organizational polices, frameworks and practice within the HIV TB & KAPS thematic area;
- Work with the Deputy Executive Director in regularly monitoring the programme budget and ensure that resources are allocated appropriately;
- Work with the Deputy Executive Director and other programme managers in creating and maintaining a healthy work environment;
- Lead on development of HIV TB & KAPS programme ideas into quality grant proposals through a community based, participatory approach.
- Prepare, present and submit quality and timely weekly plans, quarterly and annual reports of the work relating to your area of assignment;
- Participate in weekly, quarterly, bi-annual and annual planning & review meetings as organized.
EDUCATION EXPERIENCE SKILLS & COMPETENCIES DESIRED
- A Bachelor’s Degree in Law and at-least 3 years’ post-admission to the Bar;
- A Master’s Degree in law, public health or social sciences will be an added advantage;
- At least eight (8) years post graduate experience in designing, managing and implementation of HIV TB & KAPS programmes. Youth targeted programmes and human rights programmes will be an added advantage;
- At least three (3) years’ experience in the management of projects, programmes and persons within the civic space;
- Advanced knowledge of the legal environment on HIV TB & KAPS and a well-informed understanding of the linkages between health and human rights;
- Experience in conceptualization, design, and implementation of HIV TB & KAPS programmes using a rights based approach;
- Knowledge and appreciation of devolution processes, evidence based messaging, movement building and Rights Base Approach to health is an advantage;
- Previous experience in implementing similar programmes is also an added advantage;
- Strong ability to resource mobilize and fundraise;
- Excellent oral and written communication skills;
- Ability to provide leadership and work independently as well as part of a team in collaboration with both internal and external partners and stakeholders;
- Strong analytical, organizational, planning and problem-solving skills;
- Self-motivated and dynamic;
- Ability to manage competing priorities in a rapidly changing environment; and Keen sense of professionalism, ethics, integrity and commitment to the organization’s mandate.
