Background
African Pro-Poor Tourism Development Centre (APTDC) is a Non-Governmental Organization established in the year 2003, pursuant to and in accordance with section 10 of the Non-Governmental Organizations Coordination Act of Kenya.

The organization was established with the focus on contributing to Sustainable Community Development. We strive to contribute to the achievement of Sustainable Development in Tourism, Health, Environmental Conservation, Education, Water, Sanitation & Hygiene and Poverty Alleviation in Tourism Destinations. The organization seeks to utilize tourism sector as a strategic tool to promote Sustainable Community Development in Kenya, a world class tourism destination.

The organization is a Sub Recipient of the Global Fund HIV Grant for the period 2021-2024 under Kenya Red Cross Society-Principle Recipient 2. Our role is implementation of the grant at community level. The organization has been mandated by Kenya Red Cross Society to implement Adolescent and Young Population (10-24yrs) project in Kajiado South (Oloitokitok) Sub County, starting immediately.

We are currently seeking to recruit a Project Monitoring and Evaluation Officer. The successful officer is expected to Monitor and Evaluate implementation of the project Work Plan as provided, document project successes, reporting and communicate on the project progress.

POST OVERVIEW

Position:                               Project Monitoring & Evaluation Officer
Duration:                             7 Months- December 2022 To June 2023.
Monthly Salary Rate:           To Negotiate.
Station:                                Kajiado County Office- Oloitokitok
Start Date:                           5th December 2022.

Roles and Responsibility

Under the supervision of Programs M&E Officer and overall guidance of Programs Manager, you will be responsible for
:
•    Seeking technical support from the Programs M&E Officer and Programs Manager of the organization.
•    Holder of the project Contractual Annual Work plan.
•    Developing quarterly and monthly work plans for project activities to be conducted, as per the Project Approved Work Plan.
•    Tracking implementation of all project activities to achieve targets allocated to 100%.
•    Track mobilization strategies and progress- of community members and participants to project activities. Strategies used should help achievement of targets.
•    Monitoring implementation of project activities to ensure quality, efficiency and effectiveness-within Standard Operating Procedures and Budget.
•    Review and in some cases prepare, activity narrative reports for all activities conducted by Project Field Officers.
•    Lead quality data entry process to project data recording and management tools.
•    Receiving all reports from your team-Field Officers, Facilitators, Community Resource Persons.
•    Custodian of the project M&E database and reports-Storage, safety, filing, confidentiality.
•    Implementing the organization’s Data Management Policy and internal control, at project level.
•    Providing primary data collection tools at disposal, and share them to Field Officers for collection of required data.
•    Sensitizing project staff on M&E tools to be used in implementation of the project.
•    Sensitizing staff on data quality dimensions-completeness, reliability, consistency, timeliness.
•    Conduct weekly and monthly review meetings with implementing staff- planning and reviewing implementation progress, achievements and areas that need support.
•    Participate in County and Sub County level meetings, events and prepare meeting reports.
•    Conduct Monitoring and Evaluation visits to sites to assess implementation milestones and achievements.
•    Conduct internal data quality assurance exercise with staff and at implementation sites- where data is generated.
•    Hold your support staff accountable for activities done and data generated by providing quality expenditure documentations/returns from activities done, through organized filing of returns.
•    Prepare Activity Budget and Funds Requests for activities planned per week-on weekly basis, for review and approval-every Thursday.
•    Prepare power point presentations for Project Progress Review meetings organized by the organization and the donor-Narrative, Graphical and Cascades.
•    Undertake any other project related task assigned by your supervisor and or organization management.
•    Analyze data from recording tools (Trackers) and summaries, activity reports and draw recommendations, conclusions and actions to take-document in the narrative reports and communicate to team and supervisors.
•    Prepare activity summary, quarterly narrative, semester narrative and annual narrative reports.
•    Prepare project success stories from facilities, beneficiaries and community- 1 success story every quarter.
•    Documentation of best practices and lessons learned during implementation.
•    Reporting to the Donor’s Regional Monitoring and Evaluation Officer, and contact officer to the donor’s Regional M&E Officer on matters M&E of the project.
•    Reporting to the organization Programs M&E Officer by 30th of every month.
•    Reporting to the Donor’s Regional M&E Officer by 3rd of every month.
•    Reporting to Programs M&E Officer of the organization.

Qualification Requirements
•    A minimum of 3 years’ experience relevant to working as a Project M&E Officer.
•    A bachelor Degree in either Statistics, Mathematics, Monitoring and Evaluation, Project Planning & Management, Health Records and Information or any relevant social course.
•    Trainings in SPSS, STATA, Result Based Monitoring and Evaluation will be an added advantage.
•    An understanding and experience of Human Rights and Gender issues, HIV&AIDS will be an added advantage.
•    An experience of working as an M&E Officer in any development organization.
•    An experience and understanding of community dynamics in the ASAL rural.
•    An experience of working and interacting with Youths and children below 18 years of age.
•    Have proficiency in Computer application skills. Excel, Word and Power Point, Email, competency is a MUST.
•    Personal attributes (self-driven, excellent communication, presentation and reporting skills, analytical skills and team player).
