The consultantâs overall objective is to ensure collaboration and operational efficiency needed in the implementation of the SDG Cities Flagship programme. In doing so, the consultant implements, monitors, evaluates, and reports on the SDG Cities programme. Develops and maintains effective working relationships.

Duties and Responsibilities

ORGANIZATIONAL SETTING

UN-Habitat, the United Nations Human Settlements Programme, is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate and affordable housing for all. It works with organizations at every level, including all spheres of government, civil society and the private sector, to help build, manage, plan and finance sustainable urban development.

In UN-Habitat launched its global flagship initiative SDG Cities. SDG Cities aims to support cities to accelerate their achievement of the SDGs. It does this by supporting:

-the collection and analysis of data;
-the generation of evidence-based action plans;
-strengthening capacities of local institutions; and
-the development of SDG impact project portfolios and their financing.

In regard to these components UN-Habitat has developed digital diagnostic tools, training packages and a Cities Investment Facility that can be accessed by city authorities and stakeholders. They will be supported through technical backstopping from technical units based at country, regional and global levels. The flagship initiative anticipates reaching scale through establishing national SDG Cities Initiatives involving the participation of national groupings of several cities, and through partnerships with national and regional city networks.

Outstanding efforts of cities to accelerate the achievement of SDGs is recognized through a prestigious SDG Cities Certification.

DUTIES AND RESPONSIBILITIES

Under the supervision of the Inter-Regional Adviser, Programme Development Branch, the consultant will undertake the following duties and responsibilities:

1.Coordinate the implementation of the Ghana Smart SDG Cities programme including but not limited to communicating with partners, organizing meetings and events among others.
2.Develop the City Scan Spatial Data Tool for digitization, including but not limited to development of data analysis templates, support the adaptation of the data tool to data scarce environments, and provide remote technical backstopping to three participating cities in their implementation of the data collection and analysis.
3.Coordinate the initiation of the Tunisia 44 SDG Cities programme including PRC clearence and IPMR process, including the provision of required documents, supporting coordinating communication between the partners and stakeholders, and monitoring the progress of the programme's initiation among others.
4.Implement the SDG Cities Women-led Cities Window in SDG Cities that have women mayors; including but not limited to organizing of events in and meetings, drafting of concept notes, project documents and reports, coordinate the partnerships in this project, communicate with different partners and stakeholders among others.
5.Provide technical support in the onboarding of cities in Africa into the SDG Cities programme including but not limited to reviewing documentation provided by twenty cities and providing recommendations on their readiness for different stages of the programme.
6.Provide technical input in programme development including but not limited to developing of cost sheets, certification process and criteria, and the development of Executive Board Decision on SDG Cities certification, and discussions with relevant partners.

Qualifications/special skills

A Bachelorâs degree in information management, business analysis, project management, international development or similar is required.
Two years experience in project management, data analysis, events organization, and liaison with local authorities is required.

Languages

English and French are the working languages of the United Nations. Fluency in English is required.
