About the Team
The Foundation have grown significantly in the past 8 year and the current Finance and Compliance team is a reflection of that. Our team of 6 is a very dynamic and diverse group of people that works very closely together to ensure we provide the best service to our internal and external (Donors) stakeholders. The delivery of best in class finance and compliance is critical to ensure Donors will continue funding the Foundation.

About The Role
The successful candidate will be hands on , detail-oriented professional , with strong financial management and compliance experience, specifically working with donor funded sub-award programmes. The Subgrant Compliance Manager will serve as a strategic advisor to a portfolio of GSMA Innovation Fund funding rounds, in areas of compliance, risk management, and finance.
Under the GSMA Mobile for Development Foundation, the GSMA Innovation Fund supports innovative digital solutions with positive socio-economic impact in low- and middle-income countries by providing access to non-equity funding and technical assistance. Responsibilities Include But Are Not Limited To
Provide Compliance level support during sub-grantee selection and contracting process for assigned funding rounds, ensuring that any recommended applications or contracts satisfy GSMA and donor compliance criteria before proceeding. Tasks may include:Performing background checks on applicantsConsulting as needed on due diligence findings or other eligibility concerns as identified by external Fund Manager or GSMA Innovation Fund team.Review grant proposals, due diligence and commercial sustainability assessments, and recommendation packs prior to sharing with selection panel.Approve sub-grant contracts, including any financial or compliance related conditions for contracting (i.e. audited financials, safeguarding training, etc), advising as needed throughout the contracting process. Provide analysis of the status of financial performance and risk management for a portfolio of active sub-grants, consulting as needed on compliance escalation plans and sub-grant change requests. Review milestone approval documents and invoices submitted for payment, ensuring sub-grant payments are made in accordance with sub-grant agreements and milestones. Assist with delivering comprehensive Compliance support to GSMA Innovation Fund teams, including facilitating topical trainings, knowledge base development, and process reviews. You will have progressive experience in non for profit or impact investment grant making You will have a good understanding of major international donor rules and robust knowledge of non-profit accounting standards You will have experience evaluating and interpreting financial documents (audited financials, P&L forecasts, etc) You will be proficient in Microsoft Excel (complex formulas, Pivot tables, VLOOKUP etc.) You will be Comfortable working in a fast-paced, rapidly changing environment and able to manage multiple projects simultaneously and meet time sensitive deadlines You are a very strong attention to detail person with a focus on high-quality delivery You demonstrate Proactivity, strong drive and initiative You have Strong interpersonal skills and a demonstrated ability to successfully build relationships globally You are a team player, being able to effectively connect together a wide group of internal GSMA interests and resources, to lead on work and support others in theirs You have excellent cultural awareness and a desire to work with teams around the world. Ability to communicate in multiple languages (French, Arabic, etc) is a plus!Contract type
