Job Summary
The role is required to ensure technical quality of the WASH program implementation at field-level. The WASH Technician will be responsible for conducting technical assessments, technical monitoring and supervision, and providing technical advice to contractors, beneficiaries and communities. In the event of a major emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

- Living Water Service Center (LWSC), an affiliate of Living Water International, is a Christian based Non-Governmental Organization that works in the areas of WASH (Water, Sanitation & Hygiene) in rural vulnerable communities in Kenya. LWSC, seeks to recruit a WASH Technician. This position reports to the WASH Engineer.
Duties and Responsibilities
Need Assessment
- Participate in conducting WASH need assessments and technical assessments of WASH facilities to be rehabilitated and / or build in the targeted locations, through technical feasibility studies, household level questionnaires, focus group discussions, visits to WASH facilities and sites.
Program implementation:
- Follow-up/Supervision of the activities related to the construction of WASH infrastructures in public institutions and communities, such as: Construction or rehabilitation of drinking water infrastructures (hand dug well wells, boreholes, pipe network, reservoir, drinking water treatment device).
- Construction or rehabilitation of sanitation facilities (latrines, garbage collecting activity and drainage improvements, incinerator, refuse pit, soakage pit).
- Assist WASH Engineer in preparation of BOQs and drawings for all types of WASH Infrastructure.
- Assist WASH Engineer in preparation of BOQs and drawings for all types of WASH Infrastructure.
- Coordination with Government and other local departments and conduct meeting with all stakeholders.
- Follow -up with supply chain to ensure the procurement process is done timely.
- Recruitment and supervision of masons and laborers in the targeted communities and maintaining the site attendance sheets where required.
- Ensure the quality and quantity of materials delivered to construction sites by LWSC and its subcontractors and maintaining proper record.
- Ensure all safety measures are taken at site during construction work to avoid any incident.
- Ensure community mobilization in targeted communities on the issues related to construction, operation and maintenance of WASH facilities.
- In the case work is subcontracted, ensure the quality and pace of the work done by subcontractors, through field visit, site reports, and filling of monitoring sheets.
- In close collaboration with WASH Engineer, ensure that completion certificates are signed for all completed WASH infrastructure and all completed facilities are handed over to beneficiaries and relevant government authorities where applicable.
Monitoring, Evaluation, Accountability and Learning:
- Ensure that WASH infrastructure construction and rehabilitation works are carried out according to BOQs, drawings, quality standards established by LWSC through quality checklists.
- Weekly reporting of data in order to follow up the standard project and strategic indicators (number of beneficiaries, number and type of activities completed).
Reporting:
- Weekly (or each time when necessary) written and oral report to line manager.
- Preparation and sharing of feasibility and technical reports with WASH engineer. Integration, coordination and transversal aspects
- Work with other team members of LWSC (WASH and non-WASH) working in the same communities, to ensure the integration and complementarity of the different sectors of the intervention.
- Ensure the integration of aspect related to gender, child protection, HIV, environment and other crosscutting issues to the implementation of WASH activities and ensure that activities take into account the needs of specific groups and individuals, especially children, elderly and disabled people.
- To perform any other work-related tasks assigned by supervisor.
Skills and Qualifications
- At least bachelor’s degree in civil engineering or a Higher Diploma in Civil Engineering, building technology or related field.
- Fluency in English and Swahili.
- At least 2 years of involvement in the construction industry.
- Ability to carry out community work; mobilizing outreach activities, or training communities.
- Experience implementing water and sanitation projects is mandatory.
- Good geo-political understanding of the county.
- Possess skills in proposal and report writing, project cycle management and participatory monitoring and evaluation of projects.
- Flexible and ability to work under pressure.
- Strong commitment to the organization’s mission, vision and strategies.
- Ability to manage time, multitask and prioritize.
- Strength in interpersonal, communication and presentation skills
- Experience with design software like AutoCAD and EPANET.
- Computer skills
Desirable
- NGO experience
- WASH experience in humanitarian context.
- Good driving skills with a valid driver’s license.
