The National Council for Childrens Services is a State Corporation established under section 41 of the Children Act, . The Council draws its mandate from Section 42 of the Children Act . The Council is mandate to regulate, coordinate, and oversight children services in Kenya and advise the government on all matters relating to children. The Council was first established under the now-repealed Children Act and aligned to the Mwongozo Guidelines of State Corporations through the Statute Law (Miscellaneous Amendment) Act No. 11 of Vision Statement Vision Statement A protected and empowered child Mission Statement Mission Statement To regulate, coordinate, and oversight children services in Kenya and advise the government on all matters relating to children Core Values Child First Professionalism Integrity Transparency Accountability Inclusiveness Partnership

Job Purpose
An Officer at this grade will be deployed to head the Department of Public Awareness, Capacity Building and Partnership and will be reporting to the Chief Executive Officer.
Duties and responsibilities entail: –
Monitoring and evaluating implementation of public education programs on the rights and welfare of children; Advising on technical and support services to state and non-state agencies participating in child welfare programmes; Prescribing training needs and requirements for authorized officers; Providing advisory on establishment of children rescue centers or designation of children’s institutions to operate as children rescue centers; Formulating, approving, monitoring and evaluating implementation of programmes to create public awareness in all matters relating to the rights and welfare of children; Promoting linkages and exchange programmes with organisations in and outside Kenya; Providing professional and technical advice and support services to licensed adoption agencies on matters relating to adoption and to individuals who intend to undertake domestic and intercountry adoption; Consulting with Charitable Children Institutions and adoption societies on matters relating to adoption; Promoting co-operation between local and foreign state and non-state agencies concerned with matters relating to adoption as well as in tracing and repatriation of children in need of care and protection; Undertaking any other functions as may be lawfully assigned Person Specifications
For appointment to this grade, an officer must have: –
Bachelor’s degree in any of the following disciplines: – Communication; Education; Sociology; Law, Library and Information Sciences; Gender and Development Studies; Community Development; Counseling and Psychology; Sociology and Religious Studies; Sociology and Economics or its equivalent qualification from a recognized institution; Master’s degree in any of the following disciplines: Education; Community Studies; Research and Public Policy; Project Management; Gender, Women and Development Studies; Guidance and Counseling; Science Counseling Psychology; Sociology; Public Administration and Policy; Gender Studies and Development; Counseling Psychology or its equivalent qualification from a recognized institution; Leadership course lasting not less than four weeks from a recognized institution; At least Twelve years of work experience, five of which must be in senior management; Membership to a relevant professional body where applicable; Computer Proficiency; and Fulfil the requirements of Chapter 6 of the Constitution.Key Competencies and Skills
