Established in , IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. With member states, a further 8 states holding observer status and offices in over countries, IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. IOM works to help ensure the orderly and humane management of migration, to promote international cooperation on migration issues, to assist in the search for practical solutions to migration problems and to provide humanitarian assistance to migrants in need, including refugees and internally displaced people. The IOM Constitution recognizes the link between migration and economic, social and cultural development, as well as to the right of freedom of movement.

Context:

Somalia continues to face complex emergencies and post-crisis challenges that require effective coordination and response. IOM Somalia, through the Emergency and Post-Crisis (EPC) pillar, provides integrated support to affected populations in various sectors, including WASH, SNFI, CCCM, Health, Livelihoods, Climate, and Durable Solutions. The EPC pillar plays a critical role in addressing humanitarian needs, facilitating recovery, and building resilience among vulnerable communities in Somalia. Alongside frontline activities IOM Somalia has been implemeting Displacement Tracking Matrix (DTM) program which encompasses mobility tracking, flow monitoring, and surveys that aim at supporting evidence-based programming. As a co-chair of the Information Management and Assessments Working Group (IMAWG), and key member of Internally Displaced Peoples Working Group (IDPWG), the DTM program is enabling humanitarian actors to plan and respond to needs in Somalia and across the region. Under the overall supervision of the Deputy Chief of Mission and the direct supervision of the Senior Programme Coordinator (EPC), the Programme Manager (DTM) will manage the Displacement Tracking Matrix (DTM) activities by strengthening the tracking and monitoring of displaced persons (internal and cross-border) and migrants, and by developing the programme capacity to analyse root causes of movement, and access to services across Somalia.

Core Functions / Responsibilities:

Manage the DTM Programme, under the Senior Programme Coordinator (EPC), implementing all DTM components that might be deemed necessary (mobility tracking, flow monitoring, surveys and registrations). This includes project development, fundraising, ensuring sound implementation of the operations and of the methodologies, monitoring, reporting, financial management and staff recruitment and training. Ensure the timely production of all reporting and outputs of data collection, on behalf of the DTM Programme to be shared with various audiences. Ensure the provision of timely, accurate and adequate information to all relevant stakeholders on an ad hoc and regular basis regarding movements, new displacements, and protection trends while paying special attention to situation of vulnerable groups like the children, elderly and disabled. Coordinate field data collection on the humanitarian situation of IDPs through existing regional DTM focal points, data enumerators, and explore linkages with NGOs in the field. Actively support the CCCM Cluster in the identification of the humanitarian needs of IDPs and in the prioritization of the areas of intervention. Implement cross-border flow monitoring activities at transit points, linking flow monitoring inSomalia with neighboring countries including in particular Kenya, Ethiopia, Djibouti and Yemen. Actively engage in activities supporting the nexus between humanitarian needs and durable solutions, focusing on the root causes of displacement in areas of origin, access to services, phases of displacement, etc. to inform development-focused interventions around livelihoods and durable solutions. Strengthen the referral mechanism for specific and community-level protection cases / issues in collaboration with United Nations (UN) agencies and non-governmental organizations (NGOs) dealing with protection of vulnerable groups like IDPs, and through existing mechanisms, e.g., Protection Cluster, Child Protection, Gender Based Violence, Sub-Clusters. Organize appropriate trainings for DTM teams on issues related to protection, multi-sectorial analysis, data collection, protection principles, technological solutions to strengthen data collection, humanitarian principles, data protection, etc. Organize and participate in field visits to areas of internal and cross-border movements, as well as areas of origin for IDPs, to collect information through community assessments, focus group discussions and individual interviews. Ensure the maintenance of organized database(s) and reporting mechanisms for all information collected on internal / cross-border movements and root causes of displacement. Ensure the integration of protection / gender issues and attention to specific women/girl’s and children’s rights issues (vulnerable groups) within all DTM activities. Ensure the integration of IOM’s data protection principles and best practices on humanitarian data protection and ethical use of data across all DTM data management, sharing and dissemination activities. Co-chair the Information Management and Assessments Working Group (IMAWG), actively participate in the Internally Displaced Peoples Working Group (IDPWG) and other relevant interagency meetings (Government, UN, I/NGOs, other partners), including cluster/sector, working groups and task force meetings to position DTM and follow up on resulting action points and recommendations; share meetings minutes with relevant units/colleagues. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

Master’s degree in Computer Science, Social Science, Information Management, Disaster Risk Management, or a related field from an accredited academic institution with five years of relevant professional experience; or University degree in the above fields with seven years of relevant professional experience.

Experience

Experience in emergency settings and complex environments Operational experience in the field in IDP/refugee and migration related issues, including technical cooperation, project development and project/programme implementation and evaluation; Experience working in international organizations, humanitarian community and familiarity with the humanitarian reform and cluster approach; Work experience in liaising with governmental authorities, other national/international institutions and NGOs – experience in the region is an asset; Experience in writing technical requirements documents, translating/planning specifications to technical briefs for data capture/analysis and compiling diverse datasets; Experience in the development and implementation of population database a distinct advantage; Working experience in the region is an asset.

Skills

Excellent leadership, coordination, and communication skills. Ability to work effectively with diverse stakeholders and foster collaboration in a multicultural environment Sound judgment, ability to extract, interpret, analyse and format data and make decision rapidly to resolve operational problems. Excellent analytical, communication, and interpersonal skills, with the ability to work effectively in a multicultural and multidisciplinary team. Familiarity with IOM/UN administrative and financial management; Good knowledge of UN, IOM and NGO mandates and programmes in the IDP humanitarian responses, post conflict reconstruction and development; Familiarity with financial management and good level of computer literacy, including database applications; Understanding of the Information Management Cycle and familiarity with different data collection methodologies and software. Capacity to work effectively in high-pressure, rapidly changing environment Solid computer skills, including proficiency in MS Office package (Excel, PowerPoint, Outlook).

Languages

IOM’s official languages are English, French, and Spanish. For this position, fluency in English is required (oral and written). Working knowledge of Somali is an advantage. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
