It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The Urban Economy Branch of UN-Habitat has the mandate to promote local capabilities of local governments to develop financial instruments to keep pace with the demands of rapid urbanization. The Urban Economy Branch has the mandate to promote plans and provide support for more efficient, socially inclusive, better integrated and connected cities that foster sustainable urban development.

Duties and Responsibilities

ORGANIZATION BACKGROUND

UN- Habitat established the Data and Analytics Unit (formerly known as Global Urban Observatory (GUO)) unit under the Knowledge and Innovation branch of UN-Habitat as a specialized statistical unit in charge of global monitoring of the Habitat Agenda and other agendas with an urban linkage. DAU has more than 20 years’ experience in the collection, analysis and production of urban data at the world level and in specific cities. In line with UN-Habitat’s mandate, DAU is working to a) Improve the capacity of countries and cities to access relevant information, setting global standards in the design analysis and collection of urban data, and supports the translation of data/information into policy formulation; b) Guide methodological developments of the urban related indicators and targets used by the international development community to monitor global progress towards implementation of the NUA and the urban SDGs; c) Improve worldwide urban knowledge base by supporting governments, local authorities and civil societies in the development and application of policy-oriented urban indicators, statistics and other urban information. As part of efforts to support member States in producing reliable, accurate and timely data and information for monitoring and reporting on the Agenda and the Sustainable Development Goals (SDGs), United Nations Human Settlements Programme (UN-Habitat), through its units – Global Land Tool Network (GLTN) and the Data and Analytics Unit (DAU), and in collaboration with the United Nations Economic Commission for Africa (UNECA) and the Food and Agriculture Organization of the United Nations (FAO), launched in July , the project Disaggregated Land Indicators for Policies and Actions that Leave No One Behind in Africa. The main objective of the project is to strengthen the capacity of selected African member States – Zambia, Senegal, Uganda, Morocco, and the Democratic Republic of the Congo (DRC) – to produce and use up-to-date, reliable, accurate and gender-disaggregated data on land governance and tenure security for evidence-based policy decisions that leave no one behind, while reporting on the SDG land-related indicators at the national, regional and global levels. The project is funded through the 13th tranche of the Development Account of the United Nations Department of Economic and Social Affairs (UNDESA) and will be implemented between and .. Reporting Line The consultant will report to the Head of the Data and Analytics Unit and/or his designate in close collaboration with the colleagues from the Global Land Tool Network (GLTN) and ECA.

Responsibilities

Within the delegated authority and under the supervision of Head of the Data and Analytics Unit and/or his designate, the consultant will be responsible for the following duties: Coordinate all project activities and set timeframes, with comprehensive project documentation, plans and reports are maintained; Provide timely input and feedback on the project deliverables and progress reports in consultation with the project’s lead, the national consultant and make amendments and suggestions as necessary; Facilitate capacity building activities including submission of reports on the methodological and dissemination workshops to be organized in participating countries and cities. Prepare project technical documents (tools, guidelines, manuals, etc.).

Requirements

Qualifications/special skills

Advanced university degree in urban management, sociology and related field that is relevant for sustainable urban and regional development is required. At least 5 years’ post qualification experience, with focus on land governance, project management in developing countries in general is required. Experience in the coordination and drafting of project reports is required. Strong writing skills and good record of publications on relevant areas and ability to package information for a variety of audiences such as researchers, programmers, policy makers and members of the public is desirable.

English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in oral and written English is required
