Duties and Responsibilities
The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all.
UN-Habitat works with partners to build inclusive, safe, resilient and sustainable cities and communities. UN-Habitat promotes urbanization as a positive transformative force for people and communities, reducing inequality, discrimination and poverty.
The consultant will be based in Dakar, Senegal, working within the UN-Habitat West Africa sub-regional hub, supporting the implementation of projects in the sub-region and drafting new proposals related to urban basic services thematic area, with a specific focus on solid waste management, water and sanitation. He/she may also support project formulation in general, in which a waste management, water and sanitation component/aspects is/are included.
Responsibilities
Reporting to the Head of the West Africa sub-regional hub (who reports to the Regional Office for Africa - ROAF) and, thematically, to the Urban Basic Services Section (UBSS), the waste management consultant will be responsible for the following duties:
•Support the implementation and provide technical backstopping to the various projects on-going/planned in West Africa in the areas of solid waste management, water and sanitation.
•Provide substantive inputs to project development in West Africa in the areas of solid waste management, water and sanitation.
•Supervise Waste Wise Cities Tool (WaCT) and Waste Flow Diagram (WFD) application in selected cities in West Africa, including establishing contacts with relevant government entities responsible for waste management in the selected cities; organizing and facilitating stakeholders workshops; formulating WaCT and WFD application results’ report, with lessons learned and recommendations for national legislative reforms.
Reporting to
Reporting to the Head of the West Africa sub-regional hub (who reports to the Regional Office for Africa - ROAF) and, thematically, to the Urban Basic Services Section (UBSS), the waste management.
Qualifications/special skills
Advanced university degree (master’s degree or equivalent) in Engineering, Waste/Water Management, Environmental Management, Project Management, or in a closely related field is required.
A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of seven years’ experience in municipal solid waste management, water, sanitation and hygiene (WASH) or a related field with extensive knowledge and experience in waste data collection is required.
Excellent writing and communication skills and the ability to analyze data are required too.
Experience in the usage of computers and office software packages (MS Word, Excel, PowerPoint, etc.) is needed
Experience in the United Nations or other international development agencies is regarded as an asset. Good knowledge of West Africa is important.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English and French is required. Fluency in written and oral Portuguese would be an asset. Working knowledge of other UN official languages is desirable.
