Job Description
Vision Sustainable water and sanitation infrastructure for all in our area of jurisdiction. Mission To develop and maintain sustainable water and sanitation facilities for enhanced livelihood and economic development in our area of jurisdiction. North Rift Valley Water Works Development Agency (NRVWWDA) is one of the nine Water Works Development Agencies under the Ministry of Water, Sanitation and Irrigation. It was established vide Gazette Notice No. 5 of 7th February pursuant to the Water Act No. 43 of . It covers the counties of Uasin Gishu, West Pokot, Turkana and Elgeyo-Marakwet with a total Population of approx. 3.2 Million and an area of approx. 83, km2. The Agency was carved off the former Rift Valley Water Works Development Agency (West Pokot, Turkana and Elgeyo-Marakwet counties) and Lake Victoria North Water Works Development Agency (Uasin Gishu County).
Job Specifications
The duties and responsibilities at this level will involve: –
Coordinating the development and maintenance of water and sanitation infrastructure in liaison with stakeholders; Managing contracts for effective delivery of projects; Ensuring effective stakeholder engagement during project implementation; Coordinating preparation and updating of water and sanitation services infrastructure inventory; Coordinating the assessment of Water and Sanitation infrastructure for purposes of rehabilitation and augmentation; Coordinating the development of framework for bulk water supply operations prior to the counties forming joint water authority; Ensuring effective management of Agency assets including infrastructure, plant and equipment; Ensuring provision of reserve capacity for operating water treatment plants and water transmission pipelines; Ensuring effective liaison between the Agency and Counties, WSPs and other stakeholders on water and sanitation works and services; Coordinating the development of departmental strategies, policies and plans to facilitate achievement of overall Agency’s objectives; Coordinating stakeholders including Multilateral and Bilateral Financing Agencies, Government Agencies during the implementation of various programs; Ensuring compliance with regulations, safeguards policies and practices in the implementation of social, environment, water quality, health, safety environmental activities; Presentation of departmental Board papers to the Board; Overseeing the implementation and reporting of Performance Contract Targets within the department; Verifying and authorizing technical reports, designs, cost estimates and drawings; Coordinating capacity building of WSPs and county governments to ensure sustainability of water and sanitation infrastructure; Reviewing and approving claims and Variations; Coordinating preparation of operation and maintenance reports for water and sanitation facilities; Coordinate disaster preparedness and emergency measures; Approving of Payment Certificates; Reviewing and updating designs to conform with construction requirements Monitoring projects implementation; Coordinating the handover of completed works to Water Service Providers (WSPs) or county governments; Ensuring effective maintenance of water and sanitation infrastructure; Overseeing the training, development and motivation of the departmental staff; Overseeing the implementation of the social, environment, health and safety policies; Overseeing staff performance appraisal within the department; Overseeing the development and implementation of the departmental annual work plans; Overseeing the development and utilization of annual departmental budgets; Managing human, financial and material resources assigned to the department; Coordinating joint meetings with WSPs and County Governments on service provision; Person Specifications
For appointment to this grade, a candidate must have:
A minimum period of twelve years relevant work experience, five years of which should be in a management position; Bachelor’s degree in Civil/Water Engineering or equivalent from a recognized institution; Master’s degree in Civil/Water Engineering, project management, Water Resources Management or equivalent qualifications from a recognized institution; Knowledge in Computer Aided Designs; Corporate Member of the Institution of Engineers of Kenya; Registered professional engineer with Engineers Board of Kenya; Leadership course lasting not less than four weeks from a recognized institution; Proficiency in the relevant computer applications; Fulfill the requirements of Chapter Six of the ConstitutionImportant Safety Tips
