Job Advert: Program Manager - South Sudan
Location: Wau, South Sudan
Reports To: South Sudan Country Representative
Contract Duration: One year

This position will be based in Wau in Western Bar el Ghazal, South Sudan and will serve program activities in Northern Bahr el Ghazal, Western Bahr el Ghazal, and Warrap States.
The project portfolio includes, Agriculture, Food Security and Livelihoods mainly business development and community-managed saving-led microfinance.
Purpose
The Program Manager provides leadership and management of an integrated program that covers agriculture, food security, and livelihoods. The position holder is responsible for day to day technical and operational support to the projects.
S/he leads the efforts of the organization in identifying communities and programing opportunities, grant writing and implementation of projects throughout their entire cycle, coordination of activities, management of program staff and other resources as well as ongoing monitoring and evaluation.
The position will also take lead building in-country partner relationships including assisting the CD in maintaining relationship with the local authorities. The position reports directly to the Country Director.
Core Responsibilities
Program Development
- Identify and design programming opportunities into viable projects/programs.
- Oversee the effective set up and implementation and coordination of WC’s programs in South Sudan to reach target objectives.
- Monitor and analyze the external environment particularly in relation to programme areas, and make recommendations as appropriate for interventions
- Manage in- country partner relationships to ensure meeting program objectives.
- Ensure effective monitoring & evaluation systems are in place to align with WC objectives of shared learning, improved programming and beneficiary accountability
- Provide well written, informative and timely reports on program activities
- Support the Program teams in the development and implementation of annual and quarterly activity plans using the approved WC and donor formats and standards
- Communicate program goals and objectives with all program stakeholders
- Actively participate in the Country Management Team meetings and activities
- Monitor political and security situations in project areas and ensure appropriate security procedures and measures are in place and being followed.
Fund Raising
- Grant writing- Identify potential programing ideas/opportunities and convert them into clear, concise proposals with corresponding budgets to increase program funding base.
- Provide well written, informative and timely reports on program activities.
- Ensure all project activities are compliant with the donor requirements
- Be in-charge of field donors visits
- Network with and maintain good working relationships with UN, government agencies, NGO’s and other actors in the country to ensure collaboration and acceptance of WC programs.
Program Management
- Ensure all projects have approved annual workplans
- Monitoring and Evaluation- Track program activities and guide the staff team towards achievement of the program objectives.
- Ensure donor reports are high quality, results based and timely.
- Grant compliance- ensure program compliance and informative and timely activity and financial reports that meet the laid down criteria.
- Identify project staff needs, ensure job descriptions are identified, work with the CD and to identify, recruit, orientate and manage staff to support WC South Sudan program.
- Manage Programme Team with particular emphasis on capacity building of staff through mentoring and training
- Monitor political and security situations in South Sudan program areas and ensure appropriate security procedures and measures are in place and being followed.
Financial Management
- Responsible for budgeting, monitoring and controlling program expenses for all South Sudan projects.
- Ensure there is value for money in all project activities and that project staff are good stewards of the available resources
- Hold staff accountable and ensure World Concern financial policies and procedures are adhered to strictly
- Ensure all projects are using updated Life of Grant Framework
Representation
- Represent WC South Sudan at the relevant state / county l government authorities at regional level, helping to ensure constructive working relationships are maintained to allow expansion, alignment and growth of WC’s transformation development programs within the program area
- Represent WC to other NGOs, and visitors ensuring coordination and attendance at relevant interagency technical, and security coordination networks as necessary at the program area level
- Participate at the relevant cluster coordination activities and meetings to ensure World Concern is actively engaged in all cluster activities
- Act as the voice of influence (advocacy related to development initiatives) to the different relevant authorities, stakeholders on various issues that are of interest to WC at program/cluster area
Working Conditions
- Requires periodic travel to areas of significant insecurity and field travels can involve driving on bad roads, traveling in small planes and frequent encounters with armed militia. Some additional travel to other regions may be required.
- Living conditions in the field may at times be harsh. Limited access in the field to medical care, energy/power, communication network, and other basic facilities.
- May require working extended hours and on weekends/holidays to meet deadlines.
- The working environment will be multi-cultural, multi-faith, and multi-ethnic environment.
- Living in World Concern managed camps and sharing limited facilities with diverse teams
Other Considerations
- Requires periodic travel to remote field locations where basic services may be limited
- May involve traveling in small boats, planes or driving on rough roads that are not maintained over long distances
- May encounter armed military or militia groups
- Periodic interruptions of power or communications
- May require working on weekends or holidays to meet critical deadlines
Required Education, Skills and Experience
- First degree in related field (Business Administration, Agribusiness, Agricultural Economics, project management etc.). Master’s degree is an added advantage.
- A minimum of 7 years previous experience in community development among agro-pastoral communities.
- Experience in designing and managing small scale enterprises and community–managed microfinance projects.
- Proven and successful experience in project design, program management and development.
- Excellent written and verbal communication skills
- Experience with research and writing, especially in regards to fund-raising, compiling and analysing financial reports, and grant-writing.
- Ability to secure funds from donors.
