Established in , IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. With member states, a further 8 states holding observer status and offices in over countries, IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. IOM works to help ensure the orderly and humane management of migration, to promote international cooperation on migration issues, to assist in the search for practical solutions to migration problems and to provide humanitarian assistance to migrants in need, including refugees and internally displaced people. The IOM Constitution recognizes the link between migration and economic, social and cultural development, as well as to the right of freedom of movement.

Context:

The Somali region is highly vulnerable to the adverse impacts of climate change, which exacerbate existing challenges related to displacement and migration. The changing climate patterns, including prolonged droughts, increased frequency of natural disasters, and environmental degradation, have severe consequences for the livelihoods, food security, and well-being of communities in Somalia. These climate-related factors significantly contribute to population displacement and migration within the country and across borders. Climate change-induced displacement and migration pose complex humanitarian challenges, necessitating comprehensive and integrated responses. IOM recognizes the urgent need to address the linkages between climate change, displacement, and migration, and to develop sustainable solutions that enhance resilience and protect the rights and well-being of affected populations. Within this context, and under the direct supervision of the Senior Early Recovery, Risk-Reduction, Solutions (ERRS) Coordinator, and overall supervision of the Senior Programme Coordinator (EPC), the Programme Manager, Migration, Environment and Climate Change (MECC) will be responsible for designing and implementing interventions that address the complex dynamics of climate change-induced displacement and migration. The position requires a deep understanding of the specific challenges faced by displaced and migrating populations affected by climate change and the ability to develop context-specific strategies to enhance resilience, promote sustainable livelihoods, and protect the rights of affected communities.

Core Functions / Responsibilities:

Develop, plan, and manage the implementation of MECC programmes in IOM Somalia, focusing on migration, environment, climate change, and disaster risk reduction (DRR). Given the interconnectedness of climate change, displacement, migration, and DRR, ensure programmes address the specific challenges and vulnerabilities faced by affected populations in building resilience to disasters. Coordinate with relevant stakeholders, including government authorities, UN agencies, NGOs, academic institutions, and community-based organizations, to develop collaborative and integrated programme strategies. Foster partnerships to enhance coordination, knowledge exchange, and resource mobilization for MECC programmes. Oversee the timely and effective implementation of programme activities, ensuring compliance with project plans, budgets, and quality standards. Identify challenges and opportunities, and take proactive measures to ensure successful programme implementation. Apply best practices, environmental standards, climate change resilience principles, and sector-specific guidelines within the MECC unit, considering the specific implications for displaced and migrating populations. Foster a culture of learning and knowledge sharing within the programme team to address the complex dynamics of climate change-induced displacement, migration, and DRR. Develop and deploy an integrated approach to climate change, displacement, migration, and DRR in programme strategies and interventions. This approach may include promoting early warning systems, community-based disaster preparedness and response mechanisms, capacity building in disaster risk reduction, and implementing measures to enhance the resilience of affected communities. Emphasize the engagement of affected populations, local authorities, and other stakeholders in the design and implementation of DRR strategies to ensure ownership and sustainability. Support the development and implementation of innovative and context-specific approaches to reduce disaster risks and enhance climate change adaptation among displaced and migrating populations. Establish and maintain effective partnerships with relevant stakeholders, including government authorities, donors, UN agencies, research institutions, and local implementing partners. Given the link between climate change, displacement, and migration, collaborate to enhance coordination, resource mobilization, and knowledge exchange in support of MECC programme objectives. Engage with government ministries and departments responsible for environmental management, climate change adaptation, and disaster risk reduction, as well as UN agencies, donor agencies, NGOs, academic and research institutions, and community-based organizations operating within the context of climate change and migration in Somalia. Ensure that gender equality, social inclusion, and the protection of vulnerable groups are mainstreamed in all aspects of programme design and implementation. Address the specific needs and vulnerabilities of women, children, elderly persons, persons with disabilities, and marginalized communities in disaster risk reduction and climate change resilience-building interventions. Identify funding opportunities and lead the development of high-quality project proposals within the MECC unit. Ensure proposals address the specific challenges faced by displaced and migrating populations affected by climate change and are aligned with donor priorities. Actively engage in resource mobilization efforts to secure funding for MECC programme activities. Consider the priorities and strategies of bilateral and multilateral donor agencies supporting climate change, migration, and environmental initiatives, recognizing the urgent need for interventions that address the complex dynamics of climate change-induced displacement and migration. Develop and implement robust monitoring and evaluation frameworks for MECC programme activities. Ensure systematic data collection, analysis, and reporting to track progress, measure impact, and inform evidence-based decision-making. Apply environmental indicators and climate change adaptation and mitigation measures in monitoring and evaluation processes, recognizing the specific implications for displaced and migrating populations. Prepare timely and accurate reports, including donor reports, project updates, and internal reporting requirements within the MECC unit. Ensure compliance with reporting guidelines, formats, and deadlines. Provide comprehensive and concise information on MECC programme achievements, challenges, and lessons learned, highlighting the link between climate change, displacement, and migration in Somalia. Supervise and provide guidance to MECC programme staff, ensuring effective teamwork, performance management, and professional development. Foster a collaborative and inclusive working environment that values diversity, gender equality, and respect for all team members. Prioritize building the technical and managerial capacities of staff to address the complex dynamics of climate change-induced displacement and migration.  Identify capacity-building needs within the MECC unit and develop tailored capacity-building plans. Provide training, coaching, and mentoring to enhance the technical and managerial competencies of staff within migration, environment, and climate change programming, emphasizing the unique challenges faced by displaced and migrating populations affected by climate change. Promote the integration of environmental sustainability, climate change resilience, and gender-responsive approaches within MECC programme activities, taking into consideration the specific implications for displaced and migrating populations affected by climate change. Ensure a participatory and community-centered approach in programme design and implementation, addressing the complex dynamics of climate change-induced displacement and migration. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

 Master’s degree in Environmental Studies, Climate Change, Migration, Development Studies, or a related field from an accredited academic institution with five years of relevant professional experience; or  University degree in the above fields with seven years of relevant professional experience.

Experience

 Experience in emergency settings and complex environments:  Experience in programme management with strong knowledge of IOM/UN project life cycles;  Proven experience in program management, including project design, implementation, monitoring, and evaluation.  Proven experience in programme management, including strategic planning, project design, implementation, monitoring, and evaluation. Familiarity with results-based management and quality assurance processes.  Demonstrated experience in partnership building, resource mobilization, and donor relations within the environmental and climate change sectors. Proven ability to develop and present high-quality project proposals and secure funding from diverse donors.

Skills

 Strong knowledge and understanding of the migration-environment-climate change nexus, including environmental degradation, climate change impacts, and their effects on human mobility and livelihoods.  Excellent analytical, communication, and interpersonal skills, with the ability to work effectively in a multicultural and multidisciplinary team. Familiarity with IOM/UN administrative and financial management;  Excellent leadership, coordination and information management skills.  Sound judgment, ability to extract, interpret, analyse and format data and make decision rapidly to resolve operational problems.  Capacity to work effectively in high-pressure, rapidly changing environment  Solid computer skills, including proficiency in MS Office package (Excel, PowerPoint, Outlook).

Languages

IOM’s official languages are English, French, and Spanish. For this position, fluency in English is required (oral and written). Working knowledge of Somali is an advantage. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
