ABOUT THE COMPANY

Oloolaiser Water and Sewerage Company Limited is a limited company incorporated on the 30th June 2006 under the provisions of the Company’s Act, Cap 486 of the Laws of Kenya and is wholly owned by the County Government of Kajiado. The mandate of the company is to provide efficient and effective water and sewerage services within Kajiado North and West Sub-Counties in pursuant to provisions of the Water Act 2002, as part of the comprehensive reforms on institutional framework in the water sector.

JOB SUMMARY

To be eligible for appointment persons shall meet the following requirements:a) Be a Kenyan citizen;b) Be a holder of a Bachelor’s degree from a university recognized in Kenya in thefollowing backgrounds: Civil Engineering, Water Engineering, or equivalentqualifications, with 5 years’ Experience in a busy senior engineering position,c) Advance level proficiency in managerial skills, planning, organizing, controlling,directing and coordinating.d) Must be versed with water sector reforms and operations in Kenya; Competency inmanagement information systems relevant to the water sector;e) Have demonstrated high leadership and management capability; Excellentcommunication skillsf) Must fulfill the leadership and integrity criteria under the Constitution Chapter 6 and attachthe following documents not older than 12 months at the date of submission:i. Certificate of Good Conduct from Directorate of Criminal investigations (DCI)ii. Clearance Certificate from accredited Credit Reference Bureau (CRB)iii. Clearance Certificate from Higher Education Loans Board (HELB)iv. Valid Tax Compliance Certificate from Kenya Revenue Authority (KRA)v. Clearance Certificate from Ethics and Anti-Corruption Commission (EACC)

RESPONSIBILITIES

Control.1. Direct, co-ordinate, control and manage the Company’s operations and maintenanceof infrastructure to ensure that water services are provided to the required nationalstandards.2. Ensure proper management of the Company’s assets such as plant and machinerythrough effective maintenance and repairs so as to maximize the return on investment.Scheduling / Planning1. Manage all major and minor engineering and construction works, either by usingexternal consultants or in-house resources.2. Develop departmental strategies, policies and plans to facilitate achievement of overallCompany and departmental objectives.3. Responsible for the development of departmental staff by ensuring that they areproperly trained and motivated.4. To ensure effective supervision of operations and maintenance of the water sources,water treatment works and water distribution network and responsible for overallsupervision of quality surveillance and assurance.5. To ensure continuous availability of a balanced electrical power supply and ensure allelectrical equipment are in proper working condition at all times and expedientlyrestored to service in event of predicted and unpredicted breakdown.6. Develop and recommend to the Core Management Team the Mid and long- termstrategies, Departmental plans, performance management, and establish appropriateStandard Operating Procedures and mechanism toward achievement of theCompany’s Strategic Objectives7. Prepare and recommend departmental annual budgets to the Core Management Teamfor incorporation into the Corporate Operating Budget and ensure prudent utilizationof Company resources as per national standards and good industry practices;Operations.1. Lead the technical operations team and be responsible for the day to day operations ofthe company’s water works, provide leadership and be a link between theManagement and Technical Services Teams.2. Ensure compliance with and adherence to all applicable policies, laws, regulations,guidelines and procedures;3. Coordinate and prepare engineering-related proposals, projects, reports and othersubmissions for consideration by the Core Management Team;4. Driving Business automation to leverage on technology and improve on operationalefficiency, effectiveness and business growth.5. Supervise the operations, maintenance and extension of the water distributionnetwork; ensuring right number of staff are deployed, economic use of availableresources and tools; and deal with logistics of the operations6. Ensure that staff are motivated and that they perform in accordance with the standardsof safety and competence laid down by the company7. Ensure timely and economic repair of leakages or breakdowns in the supply system;deploy staff and equipment, and supervise the work done8. Ensures all quality assurance staff have adequate resources to perform all aspect ofwork required.9. Ensures all quality assurance staff are adequately trained to safely perform all requiredjob functions and that competency records are maintained.10. Recommends measures to improve testing procedures, use of equipment, and needsfor new equipment. Conducts research to develop custom procedures as needed.11. Responsible for ensuring wholesome quality and portability of water delivered to theconsumer service lines
