Rafiki wa Maendeleo Trust (RWMT) is a charitable organisation operating in rural Rarieda Sub-County in Siaya County. The organisation began as a grass-root CBO in 2003 to assist orphaned children and youth with a focus on community empowerment and development.

1.                  PURPOSE OF THE POSITION

Create a supportive, safe and well-disciplined environment in the student hostels, and provide psycho-social-emotional support to both boarding and day students. The Youth Pastoral Care Officers are important members of the pastoral team for all RTRC students, led by the Whole Youth Development Coordinator, and which also includes non-resident program staff, teachers and a variable number of maintenance and support staff.  The main function is to ensure the highest standards of pastoral care are in place, and to ensure smooth day to day running of the hostels.  The Youth Pastoral Care Officers play a significant role in establishing a healthy ‘home away from home’ environment in which RTRC students feel at ease and in an environment where it is safe to learn and grow. The Youth Pastoral Care Officers will be expected to live in the boarding house with the students.



R1. Student Welfare

T1.  Ensure students participate in the morning; evening and weekend scheduled program and activities, and encourage them to value punctuality as an integral part of developing respect for themselves and fellow students/teachers.

T2.  Encourage students to co-participate in continually developing games and activities to support ongoing growth of students, and to keep the daily scheduled program interesting, engaging and insightful.

T3. Raise awareness and encourage students on ways they can develop healthy habits, i.e. nutrition, exercise, meditation/prayers, sleep, hygiene and managing screen time. 

T4. Keep a close watch on the washing habits of the pupils and encourage them to develop high personal standards of hygiene, and dress as an integral part of a healthy self-esteem. 

T5. Provide guidance and counseling, and where appropriate HTC, to all RTRC students (both day and boarding students) during designated counselling hours throughout the day.Be available for day and boarding students during their break times.

T6. Develop and manage a care and reporting system to ensure that students in difficulties or medical conditions are rendered assistance and care.

R2. Hostel Relationships

T.1   Create an inclusive environment and sense of community to a shared living space for all students while appreciating the diversity and each person’s unique background and experience.

T.2   Provide a safe emotional environment that makes students feel positive about their boarding experience

T.3   Facilitate settling in of new students ensure residential life standards and discipline, oversee students’ welfare, and promote an active residential life.  These include working with student leaders and student interest groups in planning and organizing orientation and briefing sessions for new students, and activities to promote interaction among students.

T.4   Advise and guide students in the organization of residential activities and ensure their proposed activities have clear purpose, educational value, and be appropriate with RTRC vision, mission and values

T.5   Create regular forums for students to talk openly about healthy relationships. Allow them to articulate their values and expectations for healthy relationships.

T.6   Effectively manage conflicts amongst the students

R3. Hostel Administration.  Work in coordination with Principal on matters pertaining to the administration of the hostels and any problems associated with the hostels and its facilities. These include:

T.1   Assisting with room verification exercises at the start and end of each term, and whenever necessary to verify Fixed Assets and Inventory for the hostels.

T.2   Ensure adequate hostel supplies

T.3   Communicate and see to any developing administrative needs within the hostels.

T.4   Keep records and attendance related to student check-in and check-out

T.5   Manage Sick-Bay records and administrative needs

T.6   Liaise with RTRC administration re. pupil absence or sickness

T.7   Document incidence reports and submit to the Whole Youth and Development Coordinator

R4. Hostel Facility Duties

T.1   Ensure a clean, habitable and homely hostel environment for the students by devising and ensuring student supervision of a cleaning schedule.  Motivate the students to maintain cleanliness of the hostel facilities and therefore learn through doing in the spirit of holistic education.

T.2   Effectively manage boarding items i.e. linen, bedcovers, blankets, pillows, mattresses etc. to ensure that they are clean and well maintained, along with regular inventory checks.

T.3   Conduct regular inspections of the hostel premises including rooms, student center, abolition blocks and grounds; and identify repair and maintenance needs in the Repair & Maintenance Register.

T.4   Maintain discipline and care in the use of the hostel facilities and boarding items.

R5. Hostel Health and Safety

T.1   Take reasonable steps to provide a safe physical environment that supports students’ daily living and learning.

T.2   Effectively respond to medical and emergency cases according to established procedures.

T.3   Ensure inspection of the students’ luggage when they are reporting to school to ensure compliance with school rules and procedures.

T.4   Conduct impromptu inspections of the students’ rooms to ensure compliance with cleaning standards and that no harmful objects or substances are on the premises.

T.5   Implement established RTRC hostel rules, Code of Conduct, Health & Safety policies and procedures.

T.6   Conduct regular roll calls

T.7    Conduct fire and emergency drills with all students at the start of each term

T.8   Report to Whole Youth Coordinator in all matters concerning the students’ mental health.

T.9   Conduct health and safety audits to student rooms in consultation with the Deputy principal and whole youth development coordinator

R6. Other duties and responsibilities

T.1  Any other duties and responsibilities assigned by the supervisor from time to time and which are geared towards achieving the overall goal of the organization.



(The knowledge, skills and abilities may be required through a combination of formal schooling, self-education and prior experience or on-the-job-training).

  1. Level of education:  BSc in Social Work or equivalent preferred, though Diploma in Social Work with relevant work experience will be considered.
  2. Specialized Training / professional Qualifications

-        Guidance and Counselling, and HTC

-        First Aid Training

-        Records Management Training


  1. Other Competencies

-        Good leadership and moral conduct

-        Good personal interactive skills with young people and their parents/guardians by being a good listener, flexible outlook, reliable, kind and friendly in their disposition with sufficient sensitivity to boldly show tact and diplomacy.

-        Must have passion and commitment to work with youth

-        Must be fair and competent at identifying and responding to psychosocial needs of all students.

-        MUST be discreet and adhere to confidentiality

-        A sense of humor and an even temper dealing with all situations in a cooperative and sensitive manner are also fundamental to carrying out this job.


  1. Job experience: At least eight (8) years’ experience working with youth and counseling, with three (3) years in a relevant leadership role, and should be mature in age, preferably minimum 35 years.
