Position Description:

•A degree in Public Administration preferably with a bias in Human resources management as one of the optional subjects or postgraduate qualification with Human resources management option.

REQUIRED WORK EXPERIENCE

•2 years experience on Opencast Mines or Quarries

DETAILED RESPONSIBILITIES AS PER EACH KEY PERFORMANCE AREA:

Detailed Responsibilities

HUMAN RESOURCES

•Human Resources Policies and Procedures
•Ensure that standard H.R. procedures are adhered to on site.
•Ensure that H.R. policies and procedures operate within the Tanzania Labour Legislation and keep management informed of any changes.
•Ensure management adheres to any procedures prescribed by the Tanzania Labour Legislation and applicable Regulations.

Industrial Relations

•Assist HOD’s with all labour matters.
•Attend hearings if necessary to ensure management compliance with local labour law and a consistent approach to discipline.
•Attend to labour issues timeously.
•Assist the project manager during annual negotiations.
•Keep regular contact with the Labour Inspector and relevant local authorities.
•Keep up to date with the relevant Labour Legislation.

Training and Development

•Train local supervisory staff how to conduct a disciplinary enquiry.
•In conjunction with the Production / Plant Manager schedule the training program for the year.
•Assist H.R. Manager in determining other training needs.
•Co-ordinate training courses.
•Inform all HOD’s well in advance of any employees required to attend training courses.

Recruitment and Selection

•All H.R. controllers to adhere to the following recruitment and selection policies and procedures.
•Interview Record of service Knowledge and experience

Recruit at specific place

•Medical Examination  Medical certificate
•LAB & Other Assessments Assess trainability
•Assess behavior
•Assess work ethic

Employment Contracts 6 months probation

Human Resource Administration

•Statistical reports and information as and when required.
•Personnel Record keeping update and filing.
•Security clearance for new recruits with security department of the client,
•Keeping up to date records and statistics of labour
•Preparing Licences / Company IDs for new recruits
•Oversee employee time cards are correctly kept by immediate supervisors, check and summarize for payment overtime worked.
•Filling of NSSF cards for new recruits and write to NSSF office for recovery of membership dues.
•Translation of relevant documents to assist Site Management.
•Plan and co-ordinate leave schedule and inform Site Management of leave schedule at least a month in advance and display on notice board.
•Ensure all staff adheres to the site’s applicable dress code.
•Perform such other duties of a similar or related nature as may be assigned by Management from time to time.
•Attending to employees matters on leave, safety health and termination of contract issues
•Preparing  & submitting monthly labour returns to Caspian Head Office
•Preparing employees overtime and checking it
•Attending all workers union matters, labour cases and labour reconciliation Board meeting.
