Assignment
Under the line management of the Associate Research Manager (ARM) / Senior Assessment Officer (SAO), the Assessment Officer will support the development and implementation of the Area Based Coordination (ABC) Information Management (IM) System in Sudan, with the aim of strengthening coordination and information flows. This includes contributing to research design, coordination with ABC coordinators and humanitarian partners, supporting data collection efforts, and handling cleaning, consolidation, analysis, integration into automated data pipelines, and the drafting of information products. The AO will work closely with REACH colleagues, and external partners to support the identification of key information gaps and contribute to informing humanitarian planning and response prioritization.
This position requires solid analytical and research skills, including the ability to work with complex datasets, identify key trends, and support the development of clear and actionable insights for humanitarian actors. The AO should have strong writing and data visualization skills, and the ability to present findings in a clear and structured manner. The role also requires good organizational skills and attention to detail, as well as the ability to work collaboratively within a team and adapt to a fast-paced and evolving humanitarian context.
BACKGROUND
REACH HQ in Geneva provides support to the global humanitarian response through its REACH program, which provides broad information management, data collection, mapping, and analysis for displaced populations in camps and settlements. It uses tools like GIS for site profiling and remote sensing to assess inaccessible areas, enabling better planning and resource allocation. Additionally, it collaborates with specific clusters at both national and sub-national levels to streamline information flows, improve data quality and provide evidence-based recommendations.
Responsibilities
The AO’s responsibilities include but not limited to the following;

  • RESEARCH CYCLE MANAGEMENT AND TECHNICAL SUPPORT
    • Assist in the continuous development of an analytical framework for the ABC IM system.
    • Support the review and integration of partner information into the reporting channels within ABC areas IM system.
    • Assist in the overall design and management of assessment cycles, from drafting Terms of Reference to the production, publication, and dissemination of ABC-related information products.
    • Support the design and harmonization of tools and methodologies for common IM processes, ensuring adaptation to contextual and organizational needs.
  • ASSESSMENT IMPLEMENTATION
    • Support the planning and rollout of targeted assessments in coordination with ABC Coordinators and partners.
    • Assist in ensuring data quality and consistency across assessment activities (In close liaison with the Data Officer(s), ensure that data is revised and cleaned, and that all revisions are recorded).
  • EXTERNAL ENGAGEMENT
    • Assist the ARM or SAO to support ABC coordinators and partners on the ground to define priorities for the ABC IM and receive relevant input in the form of reporting, assessments and other key information from partners.
    • Support ABC coordination by contributing to information sharing and collecting relevant inputs (e.g., results presentations, meetings, etc).
    • Follow up on relevant issues identified by ABC Coordinators and partners during meetings
  • INTERNAL COORDINATION
    • Work closely with internal teams to support the implementation and improvement of IM processes and research activities.
  • CONFIDENTIALITY AND DATA PROTECTION
    • Maintain strict confidentiality of all data collected and related processes.
    • Ensure compliance with data protection protocols and prevent unauthorized sharing of information belonging to REACH and its partners.

Technical Skills

  • Academic qualifications: Excellent academic qualifications, including a master’s degree or equivalent in a relevant discipline (e.g. international studies, development, humanitarian response, data science, political science, etc.)
  • Years of work experience: 3 years of relevant working experience in a humanitarian setting, such as assessments, monitoring and evaluation, research design and analysis, etc
  • Research skills: Strong research and analytical skills, including experience designing quantitative assessments (e.g., sampling strategies and survey tools), managing and analysing datasets, and translating findings into clear, high-quality analytical outputs to inform humanitarian response and decision-making
  • Software skills: Proven proficiency in the Microsoft Office Suite, including Word, Excel, and PowerPoint. Experience with KoBoToolbox for survey design and data collection is required. Familiarity with PostgreSQL, R, SPSS, STATA, or other statistical analysis software, as well as Power BI, is an asset.
  • Multi-tasking skills: Ability to multi-task with tight deadlines in a complex environment.
  • Collaborative working style: Strong interpersonal skills and a collaborative mindset, with the ability to work constructively within a small team and contribute to a positive, supportive team dynamic.
  • Sound judgment and emotional intelligence: in high-pressure or sensitive situations. Possesses strong interpersonal awareness and the ability to respond constructively to feedback and shifting priorities;
  • Familiarity with aid system: Good understanding of the aid system is an asset. Prior experience with humanitarian coordination bodies preferred; familiarity with Sudan or similar context.
  • Communication/reporting skills: Excellent verbal and written communication and drafting skills for effective reporting required.
  • Security environment: Ability to operate in a complex and challenging security environment.
  • Language skills: Fluency in English required, competency in Arabic is an asset
