1. Role Purpose

The Projects Accountant is responsible for the end-to-end financial management of Horn Ridge construction projects. This includes accurate recording of project transactions, preparing financial reports, monitoring budgets, ensuring compliance with Puntland tax laws and IFRS, maintaining internal controls, and supporting project teams with timely financial insights. The role plays a critical part in safeguarding the company's financial resources and ensuring project cost efficiency.


2. Key Responsibilities

A. Project Accounting & Financial Control

  • Manage full-cycle accounting for assigned projects including GL, AP, AR, bank reconciliations, and monthly closing activities.
  • Record project-related revenues, costs, accruals, advances, retainers, and variations in the ERP (Odoo).
  • Maintain accurate project ledgers, cost centers, and standardized cost codes in line with the Finance Manual.
  • Ensure all financial transactions are supported with proper documentation (invoices, delivery notes, POs, contracts).
  • Monitor multi-project cashflows, prepare weekly and monthly cash forecasts, and ensure sufficient liquidity for site operations.
  • Verify subcontractor payment certificates and reconcile subcontractor accounts.
  • Track site-level petty cash, perform reconciliations, and ensure timely settlements.


B. Budgeting, Cost Monitoring & Analysis

  • Assist Project Managers in preparing project budgets, cost estimates, and resource forecasts.
  • Continuously monitor actual spending against approved budgets and highlight under/over expenditure.
  • Conduct variance analysis and prepare detailed cost reports with explanation of deviations.
  • Maintain cost-to-complete forecasts and update management on remaining project financial exposure.
  • Identify opportunities for cost savings and areas requiring corrective action.


C. Financial Reporting

  • Prepare accurate monthly, quarterly, and project-specific financial reports including:
  • Budget vs. Actual reports
  • Cashflow statements
  • Cost-to-complete and profitability analysis
  • Project financial dashboards
  • Submit financial reports to Finance Manager and Project Managers within agreed timelines.
  • Support in preparing consolidated company financial statements by providing project-level data.


D. Compliance, Controls & Audit

  • Ensure adherence to Puntland Inland Revenue Law, Labour Code, withholding tax, VAT, and other statutory requirements.
  • Maintain strong internal controls to protect company assets and prevent financial irregularities.
  • Prepare all required documentation for internal and external audits.
  • Ensure project accounts are fully supported, audit-ready, and aligned with IFRS standards.
  • Immediately report discrepancies, risks, and policy violations to Senior Finance Management.


E. Cross Department Collaboration

  • Work with Procurement to confirm delivery of materials, validate invoices, and ensure correct cost allocation.
  • Coordinate with HR & Admin on labor-related costs, site allowances, and staff billing to projects.
  • Collaborate with Project Managers on project progress updates, budget reviews, and contract matters.
  • Support Treasury Officer in fund requests, cash allocations, and liquidity planning.


F. Systems, Documentation & Continuous Improvement

  • Maintain organized digital and physical project financial records.
  • Support the transition and improvement of accounting systems, processes, and automation tools.
  • Provide training to junior finance staff and project staff on financial documentation standards.
  • Recommend enhancements to internal controls and workflows to improve financial accuracy and efficiency.


3. Qualifications & Requirements

Education & Professional Background

  • Chartered Accountant (ACCA preferred; CPA/CA/CMA acceptable).
  • 3–5 years of relevant experience, preferably in construction or project-based accounting.

Technical Skills

  • Strong understanding of project accounting, cost control, and financial analysis.
  • Proficiency with ERP systems (Odoo) and advanced Excel.

Competency

  • High attention to detail, accuracy, and analytical problem-solving.
  • Strong organizational and time management skills, able to handle multiple projects simultaneously.
  • Excellent communication and reporting abilities in English and Somali.
  • Integrity, confidentiality, and commitment to professional ethics.
  • Fluent in English
  • Willing to relocate to Garowe and travel to project sites as needed.
