ABOUT THE COMPANY

The Water Services Regulatory Board (Wasreb) is a regulatory state corporation established by the Water Act 2002, this law was repealed by the Water 2016 operationalized in April 2017. Section 70 (1) of the Water Act 2016 established Wasreb with the main objective to protect the interests and rights of consumers in the provision of water services, while ensuring other stake-holders interests are also safeguarded.
Accordingly, WASREB sets standards and enforces regulations that guide the sector in not only ensuring that consumers are protected and have access to efficient, affordable and sustainable services, but also, provide for financial sustainability of Water Service Providers (WSPs), by allowing financing of operations, capital cost recovery and a return on capital that sustains ser-vices through ongoing investments.

JOB SUMMARY

Job PurposeThe Chief Executive Officer (CEO) is responsible to the Board ofDirectors for the implementation of the Board’s strategic goals, prudentmanagement of resources, giving direction and leadership in the achievement ofthe Board’s mission and strategic objectives. Reporting RelationshipThis role reports to the Board ofDirectors.

RESPONSIBILITIES

SupervisesDirector Licensing, Standards & Tariffs,Director Compliance & Enforcement, Director Corporate Services, Director LegalServices, Director Internal Audit, and Deputy Director Supply Chain Management.Job SpecificationKey duties and responsibilities will entail: 1.    Serving as the Chief Executive Officer andAccounting Officer of the Board, with overall responsibility for financialstewardship, accountability, and prudent utilization of resources.2.    Providing strategic leadership and directionto the organization, including formulation, implementation, and review ofpolicies, strategies, regulations, standards, and operational frameworks.3.    Leading the execution of the Board’s mandate,ensuring that the affairs, transactions, objectives, and functions of theorganization are effectively carried out in consultation with the Board.4.    Overseeing the day‑to‑day management andadministration of the organization to ensure efficiency, effectiveness, andsustainability of operations.5.    Championing the development, implementation,and monitoring of corporate programs, performance management systems, andinstitutional strategies.6.    Ensuring good corporate governance, ethicalconduct, risk management, and compliance with applicable laws, governmentpolicies, and regulatory directives.7.    Providing leadership in resource mobilization,financial management, and adoption of ICT and innovation to enhance servicedelivery and operational efficiency.8.    Cultivating a high‑performance organizationalculture, including the attraction, retention, and motivation of staff, andpromotion of constitutional values and principles under Articles 10 and 232 ofthe Constitution of Kenya.9.    Leading stakeholder engagement, partnerships,and communication, and safeguarding and enhancing the corporate image andreputation of the organization.10.Serving as the principal link between theBoard and Management, including custody of the Board seal, provision oftimely technical, financial, and administrative reports, and advising the Boardon strategic matters.Person Specification For appointment tothis grade, an officer must have:1.          A minimum of fifteen (15) years cumulativerelevant work experience, five (5) of which should have been in the level ofDirector or in a comparable position;2.          Bachelor’sdegree in any of the following disciplines: Engineering, Law, Economics, or anyother relevant field from a recognized institution;3.          Master’sdegree in any of the following disciplines: Engineering, Law, Economics,Business Administration, or relevant field from a recognized institution;4.          Certificatein a Leadership Course lasting not less than four (4) weeks from a recognizedinstitution;5.          Membershipwith a professional body in good standing;6.          Proficiencyin computer applications; 7.          Fulfilsthe requirements of Chapter six (6) of the Constitution;8.          Demonstrated professional, administrative andmanagerial capability as reflected in work performance and results; and9.          Exhibiteda thorough understanding of national goals, policies, objectives and ability torelate them to proper management of water services regulatory board function.Key Competencies and Skills1.          Demonstrated strategic and analytical capability,with the ability to provide intellectual leadership and develop long‑termorganizational plans.2.          Proven executive leadership and people managementskills, including experience managing operations, teams, and financialresources.3.          Strong ability to work under pressure, managemultiple priorities, and drive change, innovation, and continuous improvement.4.          High standards of integrity, professionalism, andethical conduct, with the maturity to build and lead high‑performing teams.5.          Excellent communication and interpersonal skills,with a strong focus on citizen/customer service and stakeholder engagement.Terms and Conditions of Service The position ofChief Executive Officer will be on a Three (3) year contract renewable once subjectto satisfactory performance.
