Job Description

Location is dependent upon available Office Space*
Position Overview
The CFC Supervisor provides program leadership and operational guidance to a team of CFC Specialists dedicated to the stabilization of youth with high-acuity needs. This role is responsible for the dual success of the program’s growth and its day-to-day functions. The Supervisor oversees the Strategic Recruitment of CFC providers, contract management and quality assurance of provider contracts, and the Direct Support provided to families to ensure placement stability.
The Supervisor acts as the primary strategist for the statewide team, ensuring all services align with family-centered principles and that staff are equipped to handle the complexities of the Comprehensive Foster Care model.

Key Responsibilities

  • Program Leadership & Staff Mentorship
  • Supervise & Guide: Provide regular individual and group consultation to CFC Specialists, offering guidance on de-escalation strategies and the implementation of Positive Behavior Support plans.
  • Quality Oversight: Ensure Specialists are delivering high-quality in-person support to CFC Providers and that all case documentation meets state and agency standards.
  • Professional Development: Mentor staff in leadership growth, fostering a motivated, solutions-focused team culture.
  • Strategic Recruitment & Network Expansion
  • Recruitment Management: Lead statewide recruitment initiatives, ensuring the team is effectively identifying and onboarding CFC Providers with professional skill sets.
  • Data-Driven Growth: Analyze recruitment data to identify service gaps and prioritize geographic areas for program expansion.
  • Stakeholder Relations: Serve as a liaison to internal and external stakeholders to promote the CFC model and bridge knowledge gaps.
  • Compliance & Contract Management
  • Regulatory Oversight: Supervise the full lifecycle of provider contracts, from initial licensure, home studies, renewals and fulfillment of all additional contract deliverables.
  • Accountability & Corrective Action: Review and approve Letters of Agreement (LOAs) and oversee the development of corrective action plans to ensure program standards are maintained.
  • Service Analysis: Identify service gaps and recommend program improvements based on field observations and stakeholder feedback.
  • Crisis Response
  • On-Call Duties: Participate in a quarterly on-call rotation with other supervisors to provide high-level guidance to Specialists responding to 24/7 emergency calls.
  • Emergency Intervention: Step into a direct-support role during high-stakes crises or program vacancies to ensure placement stability and child safety.

  • Adaptability: Willingness to provide "safety net" coverage and travel statewide as needed.
  • Location is Dependent upon Available Office Space

Requirements / Qualifications
Minimum Qualifications: A Bachelor’s degree in social work, psychology, sociology, counseling, human development, mental health care, education, criminal justice, or other closely related area. Experience performing case management responsibilities in protective services, alcohol/drug abuse, juvenile justice probation, counseling or social services delivery AND experience leading, coordinating, directing, monitoring, and/or supervising others.
Preferred Qualifications: Minimum of 5 years in child welfare or foster care, with demonstrated experience in recruitment, licensure, or contract management. Trained as a Child and Family Services Specialist preferred. Master's Degree preferred. At least 1-2 years in a senior, lead, or supervisory role within a human services environment.
Other: Valid driver's license and the ability to provide independent authorized transportation is required. Travel for face-to-face visits with children, families, service providers, and other work-related appointments may be required dependent upon caseload location. Utilization of a state vehicle may be provided dependent upon office location.
