World Concern has been working with the under-resourced and underserved communities in Kenya and Somalia to facilitate them tackle their immediate humanitarian needs and build a solid foundation for long term development.
Project Title: Horn of Africa Disaster Assistance- HADA Project

Project Location: Samburu, Kenya and Afmadow District of Somalia (Lower Juba)
Project Background: The HADA project is a three-year German Federation Foreign Office (GFFO) funded initiative in partnership with Humedica eV. of Germany covering Kenya and Somalia; The 36-month project has been running since September 2023 with an overall goal of saving lives and sustaining integrated assistance delivery to mitigate acute humanitarian needs and to decrease high mortality rate among the most drought-affected people in the Horn of Africa.
The project has been addressing humanitarian needs in Kenya and Somalia by lowering mortality rates and strengthening the resilience of vulnerable populations (Pastoralists, Rural IDPs) in both countries.
The project key focus sectors are; Nutrition, WASH (Water, Sanitation, and Hygiene) and Food Security. Communities in project areas have been reached through emergency relief measures, clean drinking water, sanitation, and hygiene measures as well as measures to improve nutritional status.
The HADA project is guided by three result areas i.e.


  • Result 1: Increased ability of 1,000 vulnerable households to take care of immediate needs through provision of monthly unconditional cash transfers
  • Result 2: Improved access to clean and safe water among 20 villages in Samburu and Afmadow areas through water trucking
  • Result 3: Improved nutrition status of 80,000 children and 3,300 Pregnant and Lactating Women (PLW) in Samburu and Afmadow County/District.


Purpose of the consultancy and role of the consultant
World Concern seeks the services of a qualified Consultant to carryout the HADA end of project evaluation for its emergency life-saving services and resilience building in drought affected communities in Samburu Kenya and Afmadow District in Somalia.
The endline survey will cover impacts of WASH, Nutrition and Food Security sectors in both project implementation locations.
Specific activities will include:


  • Development of the methodology and approach of the endline survey
  • Development and Review of the end-line survey tools
  • Training of data collectors
  • Data collection and analysis
  • Stakeholder Consultations (at county, sub-county and district sectors and also with partners).
  • Report development and presentation.
  • The consultant is expected to work closely with project team for high level outputs.


Methodology
Some of the key methods to be employed include but are not limited to document desk reviews, key informant interviews, focused group discussions and house hold surveys.
However, the consultant will be expected to use appropriate methods and tools to achieve the stated objectives. As part of the bidding process, an end-line survey proposal is invited to indicate the consultants understanding and interpretation of the work involved, processes, tools, methodologies, outputs, activities, proposed timelines…etc to ensure a resourceful and useful report that WC can learn from and build future programming.
Expected output of the Consultancy


  • Inception report submitted not later than two weeks after commencement of the assignment. The report will outline understanding of the Terms of Reference (TOR), overview of methodology and data analysis that are planned to be used as well as work plan describing how work will be scheduled and providing milestones for completion of key activitiess.
  • Draft final report submitted within the time frame of the assignment and not later than one week of the assignment ending. The report will describe work carried out and results obtained.
  • Final report is due within one week after receiving comments on the draft final report, the consultant should present the final report findings both in PDF, PPT and approved hard copy for filing.


Timeframe
The consultancy will cover a period of 30 days including travel, and report writing. The consultancy is to start work in 1st May 2026 and end 31st May 2026. World Concern will provide payment for data collectors in the field.
Necessary skills and Experience of the consultant:


  • Background of 5 years and over in livelihood, WASH and nutrition interventions in emergency situations in the Horn of Africa
  • Evidence of 3 to 4 past work in related survey work in vulnerable environments such as Somalia and Northern of Kenya
  • Lead consultant must have masters in social sciences, Nutrition or any other relevant discipline
  • Extensive knowledge and experience as a quantitative and qualitative data analyst using software such as SPSS, NVivo, Dedoose, MAXQDA, Excel, and Atlas.
  • Good understanding of social-economic situation in Somalia and Northern of Kenya


Terms of Payment: The consultant will be paid 25% upon signing of the contract and an additional 50% after submission of a draft report. The remaining 25% of the total consultancy fee will be paid after World Concern approves the report.
