Tongaren Welfare Association (TOWA) was established in 2007 to economically empower its members and to protect their economic welfare. This is to be achieved through promoting recognition of socio-economic welfare among members and by affiliating with persons with converging or complementary interests to those of the Association.
Auxiliary to the Association is the Tongaren Welfare Bursary Fund. This was established as an equal opportunity bursary support to students from Tongaren Sub County to pursue secondary education. The main objective of the fund is to enhance education for the bright but less fortunate students from Tongaren Sub County. The support covers tuition fee for the four years of secondary schooling. By December 2014, the fund had sponsored 81 students to a tune of KShs 1,200,000.
The Association intends to establish a coordinating office in Tongaren to be manned by a Field Coordinator. Applicants are invited to send their applications to be received on or before Friday July 3, 2015.

Roles and Responsibilities of A Field Coordinator
Key Result Areas
- The Field Coordinator will be responsible for leading TOWA projects in Tongaren Sub County, and the major tasks and responsibilities will include but not be limited to:
General activities:
Application of standards, guidelines and policies
- Ensure compliance of all the projects standards as communicated from the Executive Committee.
- Ensure proper records are kept for all official activities, events and correspondences.
Advocacy and resource mobilization
- Manage and nurture mutually beneficial partnerships with other stakeholders
- Liaise with all relevant sub county stakeholders to provide contribution towards TOWA Junior economic interests and the bursaries project.
- Liaise with the Secretary, TOWA Junior to develop a cluster wide proposal for adoption and funding at the sub county level.
Staff performance contract and appraisal
- Supervise and appraise any staff employed under him/her
- Ensure staff work collectively as a team
- Ensure that all staff are aware of relevant policy guidelines and technical standards
- Manage staff performance and development
Monitoring, Evaluation and reporting
- Regular Monitoring and reporting on project activities
- Trouble-shooting issues arising in the field
- Continuous sharing of information to TOWA Junior and relevant stakeholders for effective planning and implementation.
- Analyze and interpret best available information in order to benchmark progress of the programme activities over time. That is - monitoring indicators (quantity, quality, coverage, continuity and cost) of service delivery which are derived from working towards meeting standards/targets.
- Ensure quality and timely communication (including reporting) with the stakeholders relevant to the project thereby contributing to maintaining of long term relationships
- Guide on timely compilation of projects reports and facilitating prompt submission to the Secretary, TOWA Junior
- Ensure regular reporting against cluster indicators of service delivery (quantity, quality, coverage, continuity and cost) and supports analysis of cluster in closing gaps and measuring impact of interventions.
- Facilitate documentation and sharing of processes, challenges, good practices and lessons learnt among partners.
- Participate in ensuring revision of strategies and action plans drawing on lessons learned from past activities.
Coordination and planning
- Planning, coordination and facilitation of field activities in all the project sites
- Coordinate activities and efforts aimed at enhancing revenue streams through all project activities to provide quality project work to clients.
- Under the supervision of the Secretary, the Field Coordinator will be responsible for providing leadership and directing the overall management and implementation of the project in the field; supervise technical and support staff; and provide guidance in planning, implementing, and monitoring and evaluating program activities in order to achieve project objectives.
- Liaise and maintain excellent working relationships with the Secretary
- Ensuring integration of the project with other ongoing programs
Financial control mechanisms
- Oversee the management of overall project budget including utilization, quality and timely reporting
- Assist with the accounting, reporting on project progress and ensure that internal control systems are functioning and that all relevant records are maintained.
Expected background and Experience
- A Diploma in any of the following fields: Agriculture, Business Administration, Community Development, Entrepreneurship, Human Resource or a related technical field
- Minimum of three years with significant experience.
- Demonstrated experience in building partnerships through negotiation and collaboration
- Fluency in English (verbal and writing), Kiswahili (verbal and writing) and Luhya.
- Good organizational and planning skills
- Good analytical, negotiating and advocacy skills.
- Good presentation and reporting skills.
- Ability to work under pressure and meet strict deadlines
- Proficiency in MS Office Computer Packages and QuickBooks
