Duties
You will perform as a Financial Management Analyst (Customer Service Representative) responsible for accomplishing the management and administrative control of automated financial and accounting reports for multiple operating programs. Work requires a thorough knowledge of the systems, techniques, internal controls, and underlying concepts of customer service representative and payroll functions, the Government Travel Card program, and resource management. As an analyst within the Resource Management Office, Institute for Water Resources, the duties for all GS grades allowed under this vacancy are the following:

  • Serve as the Civilian Pay Customer Service Representative (CSR) for all civilian pay actions. Maintain Time & Attendance certification, ensuring that each employee record is certified.
  • Research, analyze, and resolve complex and confidential pay and leave problems. Review, comprehend, interpret, and advise all levels of IWR employees and leadership on a range of laws, policies, regulations, and directives related to payroll, time, leave, and related topics.
  • Retrieve the SF 1166 Voucher and Schedule of Payments, Defense Civilian Payroll report and properly post all categories of payroll, government contributions, and employee incentive awards against the appropriate revolving fund account utilizing the Corps of Engineers Financial Management System (CEFMS) II.
  • Serve as the Agency Program Coordinator (APC) for the Government Travel Card (GTC) program. Ensure compliance with applicable laws and regulations. Maintain local reports of delinquencies and resolve discrepancies.

Other Conditions And Requirements
Minimum Qualifications: In order to qualify for the permanent GS-09 position, you must currently or have previously held a GS-09 as prescribed by OPM and meet OPM qualification standards for occupational series 0501.
In order to qualify for the permanent GS-11 position, you must currently or have previously held a GS-11 as prescribed by OPM and meet OPM qualification standards for occupational series 0501.

  • To qualify at the GS-09 grade level you must show: One year of specialized experience in the Federal service which includes: processing civilian payroll actions; evaluating, preparing, or reviewing financial reports and studies; using software to process complex payroll transactions; researching and resolving pay and leave-related problems for civilian employees.
  • To qualify at the GS-11 grade level you must show: One year of specialized experience in the Federal service which includes: maintaining a payroll database and employee records, serving as an intermediary between USACE as the Defense Finance and Accounting Services (DFAS); developing and monitoring financial reports to research and resolve complex payroll and leave problems; Government Travel Card program management, including researching and resolving discrepancies and ensuring fraud, waste, and misuse instances are resolved; performing a variety of financial services relating to accounting the involve payroll and debt management.

This certification requirement is a condition of employment for this position.
  • Hiring incentives such as a recruitment/relocation bonus, service credit for leave, and student loan repayment may be authorized (subject to available budget).
  • Relocation (PCS) expenses may be authorized (subject to available budget) if the selecting official determines the relocation is in the best interests of the government.
  • This position is eligible for situational telework.
