Position Overview/Duties
Position: Interdisciplinary GS-0110/0810/1301/1315/1340-15
Introduction: Serves as the programs leader within the U.S. Army Corps of Engineers (USACE) Institute of Water Resources (IWR) Hydrologic Engineering Center (HEC), a nationwide Technical Center of Expertise (CX) that supports that nation’s flood risk management, hydrologic and hydraulic forecasting, planning analysis, dam and levee safety, and HEC software engineering/integration standards &practices. Manages and leads USACE-wide efforts, working with multi-disciplinary teams, to research innovative solutions, develop and revise state-of-the-art, industry standard software analysis tools, training programs, regulations, guidelines, and other documented guidance associated with hydrologic engineering, water management, and planning analysis problems encountered by USACE and the broader national and international water resources community. Sets strategic direction, provides leadership and exercises oversight; formulates and applies research and development, training, and technical assistance; and provides senior-level consultation and advice to HQUSACE staff, USACE District and MSC staff, staff in leadership positions at other federal and state agencies, and representatives of foreign countries.

Description Of Assignment/Duties

  • Serves as the national and international level technical authority in one or more professional disciplines in science, engineering, economics, and/or risk analyses, associated with flood risk management, water management, planning analysis, ecological analysis, and consequence estimation per delegation of authority by the HQs, Department of the Army (HQDA) Assistant Secretary of the Army for Civil Works (ASA-CW).
  • Serves as an independent advisor and technical consultant to HQUSACE senior leadership, the HEC director, HEC division chiefs, and USACE Divisions/Districts on nationally and internationally controversial and significant technical issues that affect studies and operational projects; provides resolutions to broad technical issues, contract assistance, and applies new/updated standards and criteria.
  • The incumbent serves as a Team Leader on methodology, software tools, and training program development within functional areas at HEC. Provides oversight and strategic direction while leading study groups and/or steering committees to identify and implement recommendations to improve overall functions, operations, and performance.
  • Meets with other government agencies, industry groups, universities, contractors, and organizations to understand technical positions related to flood risk management studies and water management activities, influence and negotiate resolutions, and develop common ground.

Requirements
In addition to meeting the basic requirements above, to qualify for this position you must also meet the qualification requirement listed below:
Experience Requirement I have one year of specialized experience equivalent to at least the GS-14 grade level in the Federal service which includes: Serving as a technical authority in science, engineering, economics, or risk analysis to develop innovative methodologies, software tools, and policies for flood risk management; Providing technical direction to senior leadership, program managers, and project teams on significant technical issues which can include research, software development, and/or training programs; Leading teams and steering committees to improve program operations and performance by articulating program issues, balancing workloads, and coaching team members in problem-solving methods.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). Some federal jobs allow you to substitute your education for the required experience to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Conditions Of Employment

  • One-year probationary period may be required.
  • One-year supervisory probationary period may be required.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • Appointment may be subject to suitability or fitness determination, as determined by a completed background investigation. Position is designated as Non-Sensitive-No access security clearance.

  • Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.

  • This position is Exempt from the Fair Labor Standards Act.
