JOB SUMMARY

The Project Officer will support high quality implementation of Global Fund HIV interventions at community and facility levels in Migori County. The role is responsible for coordinating day-to-day project activities, supervising community level implementers, supporting stakeholder engagement, and ensuring timely documentation and reporting of results in line with approved workplans, targets, and donor requirements.QualificationsBachelor’s degree in Public Health, Health Sciences, Social Sciences, Community Health, or a related field.Minimum of four (4) years’ experience implementing community-based health or HIV programs within a public health focused NGO.Demonstrated experience in HIV prevention, care, and treatment interventions, including eMTCT and community-based service delivery.Strong understanding of the 95–95–95 HIV cascade and differentiated service delivery models.Proven experience in community mobilization and working with Community Health Strategy structures.Experience implementing Global Fund supported HIV programs is a strong added advantage.Strong interpersonal, coordination, and communication skills, with ability to work effectively with multiple stakeholders.Excellent report writing and documentation skills.

RESPONSIBILITIES

Project Implementation and Quality Assurance:Coordinate and support implementation of community and facility based HIV prevention, care, and treatment activities targeting fisherfolk, PMTCT clients, and other priority populations.Support delivery of combination prevention interventions, including peer-led outreach, HTS linkage, PrEP demand creation, eMTCT support groups, and community dialogues on HIV, GBV, stigma, and human rights.Ensure activities are implemented in line with approved workplans, technical guidelines, Global Fund standards, and county health priorities.Track implementation progress, identify bottlenecks, and propose practical solutions to improve coverage, quality, and uptake of services.Community Systems Strengthening and SupervisionSupervise, mentor, and support peer educators, paralegals and other community health actors to ensure effective service delivery and accountability.Support identification, recruitment, engagement, and retention of project beneficiaries, including fisherfolk and pregnant and lactating women living with HIV.Promote an enabling, rights-based environment for people living with HIV, AGYW, and SGBV survivors through respectful engagement and referral pathways.Monitoring, Evaluation, Accountability, and Learning (MEAL)Maintain accurate, up-to-date project documentation, including activity reports, beneficiary registers, and indicator tracking tools.Work closely with the M&E Officer to collect, validate, and submit monthly and quarterly performance data.Support documentation of best practices, success stories, lessons learned, and innovations to inform adaptive programming and knowledge sharing.Participate in review meetings, supportive supervision visits, and learning forums to strengthen program performance.Financial and Administrative SupportSupport implementation of activities in compliance with CMMB’s financial policies and Global Fund requirements.In collaboration with finance teams, support timely processing and liquidation of activity-related payments, including stipends and reimbursements.Contribute to development of annual, quarterly, and monthly activity budgets and track utilization at activity level.Partnerships and Stakeholder EngagementSupport coordination with County Health Departments, health facilities, community leaders, BMUs, and implementing partners to enhance ownership and sustainability.Organize and participate in stakeholder meetings, community review forums, and advocacy engagements to address implementation challenges and promote alignment with county priorities
