With funding from the Unites States (US) Department of State, the Abt Global Central Mechanism supports malaria vector control and HIV/AIDS service delivery in 14 partner countries, with the goal of improving health outcomes for target populations while strengthening the planning, data management, and implementation capacity of host-country governments and local institutions.
The project sustains uninterrupted malaria vector control interventions, including insecticide-treated net (ITN) distribution, indoor residual spraying (IRS), and spatial emanators (SEs), as well as HIV prevention, testing, and treatment services. Across partner countries, the project identifies opportunities to align and transition vector control data collection to national Health Management Information System (HMIS)/DHIS2 platforms.
It also strengthens HIV laboratory referral and quality management systems and supports entomological and insecticide-resistance surveillance, including monitoring for Anopheles stephensi, in priority countries. In collaboration with government counterparts, the project identifies functions for transition and provides support to advance government memorandum of understanding (MOU) objectives
In close collaboration with the National Malaria Control Program (NMCP), and the county governments of Busia and Siaya, Abt Global Central Mechanism seeks to recruit professionals in different fields to support in implementation of Indoor Residual Spraying (IRS) in all the eight sub-counties in Busia County namely; Bunyala, Butula, Matayos, Nambale, Samia, Teso North, Teso Central and Teso South; and all six sub-counties in Siaya county namely; Alego Usonga, Bondo, Gem, Rarieda, Ugenya and Ugunja.

Overall Purpose: The MEL Assistant will support Monitoring, Evaluation, and Learning functions during the implementation of Indoor Residual Spraying (IRS) activities. Working closely with the Sub County MEL & Information Systems assistant and IRS Coordinator, the MEL Assistant will ensure high-quality data collection, verification, and reporting throughout the pre-spray, spray and post-spray phases.

Key Responsibilities
Pre-Spray Campaign Responsibilities
- Support training of spray operators, and team leaders on MEL tools, indicators, and mobile data collection platforms.
- Assist with setting up IRS mobile phones and tablets, including SIM card activation, charging, and application installation.
- Collaborate in setting up mobile DHIS2 and other digitized platforms ahead of training and campaign launch.
- Review geographies to ensure sprayer teams are correctly assigned daily.
- Support troubleshooting of smartphones and syncing configurations.
During Spray Campaign Responsibilities
- Supervise the correct use of mobile phones and MEL tools at spray sites.
- Verify daily data at point-of-collection for accuracy, completeness and proper GPS capture.
- Mentor field teams to ensure accurate data collection and understanding of defined project indicators.
- Support the Site coordinators in updating the spray performance tracker daily.
- Track IRS sticker uses and availability, and report shortages promptly to the Sub County MEL .
- Provide technical support in resolving data errors and syncing problems with mobile devices.
- Monitor real-time data flow and provide weekly progress reports at the site and sub-county level.
- Participate in weekly sub-county review meetings and compile summary reports for submission to the MEL Manager.
- Participate in data verification exercises in the community and support household follow-up if discrepancies arise.
Post-Spray Campaign Responsibilities
- Working with team leaders and site supervisors to retrieve and clear mobile devices, ensuring all data is synchronized before storage.
- Support final syncing and secure return of phones and tablets to the main store.
- Assist in resolving any remaining data issues, including duplicates, GPS errors, or household detail corrections.
- Assist in final analysis and interpretation of spray data to inform reporting and future planning.
- Contribute to end-of-campaign reporting and debrief meetings with summarized MEL performance insights.
Required Qualifications & Experience
Education (any of the following will qualify):
- Bachelor’s Degree in Biostatistics, Statistics, Public Health, Epidemiology, Data Science, Computer Science, ICT, or related field + 2 years relevant experience (1 year in IRS preferred)
OR - Higher National Diploma in a relevant field + 2 years relevant experience (1 year in IRS preferred)
OR - Diploma in relevant field + 6 years relevant experience (1 year in IRS preferred)
Experience and Technical Skills
- Minimum 1 year of experience in MEL, data entry supervision, or mobile-based data collection.
- Experience working with mobile data platforms such as ODK, Kobo Toolbox, or DHIS2.
- Experience in field data collection supervision or large-scale health interventions is desirable.
- Familiarity with DHIS2 systems, and completion of free DHIS2 course on https://academy.dhis2.org/ is an added advantage.
- Proficient in MS Excel, Word, and database applications.
- Strong analytical skills and experience in spray data analysis and interpretation.
- Excellent interpersonal and communication skills; team player.
- Demonstrated ability to work under pressure, meet tight deadlines, and manage competing priorities.
Desirable Attributes
- Willingness to reside within the sub-county of assignment and travel frequently to field sites.
- Ability and willingness to work six days a week (Monday to Saturday) during campaigns.
- Previous experience in IRS campaigns is a strong asset.
- Ability and willingness to use locally available transport mode due to the field-based nature of the job.
- Fluency in Swahili, English and at least one local language spoken in the implementation area is a plus.
- High integrity, proactive, and strong commitment to quality work.
