Objective
To provide support to the scaling of innovations among Kenyan farmers, particularly small-scale producers, by working closely with the Government of Kenya and development partners. This will include providing technical assistance to scale selected innovations in collaboration with Ministry of Agriculture and Livestock Development (MoALD), the Kenya Agricultural and Livestock Research Organization (KALRO), the Kenya Meteorological Department (KMD), Kenya Agriculture Digital Information Center (KADIC), and other relevant government institutions. It will also involve coordinating a consortium of technical and financial partners to ensure effective delivery of innovations at scale, in line with AIM for Scale’s Innovation Packages on Weather Services for Farmers and Digital Advisory Services for Agriculture.
Background
C4Impact Advisory Group (C4Impact) is a mission-driven social enterprise that supports countries to deliver ambitious food systems development outcomes. The Agricultural Innovation Mechanism for Scale (AIM for Scale) develops tailored Innovation Packages, brokers partnerships, and seeks funding to deliver cost-effective innovations to hundreds of millions of farmers across low- and middle-income countries.
C4Impact and AIM for Scale are partnering to scale-up two Innovation Packages that present an opportunity to empower small-scale producers with the tools to make better-informed decisions. The details of the two packages include:
- Weather Forecasts for Farmers: Launched in 2024, AIM for Scale’s first Innovation Package focuses on generating and disseminating accurate, timely forecasts to help millions of farmers make better-informed investments and decisions–from crop choice to timing of input application.
- Digital Advisory Services for Agriculture: Launched in 2025, AIM for Scale’s second Innovation Package centers on expanding access to and enhancing the quality of digital advisory services for agriculture, ensuring that millions of farmers receive timely, tailored, and actionable information–from weather forecasts and input recommendations to market data.
Scope of Work
Building off existing efforts, the consultant will serve as the in-country Project Coordinator, supporting C4Impact and AIM for Scale to scale the Innovation Packages in Kenya. The consultant will act as the primary point of contact and representative in Kenya, responsible for coordinating key stakeholders, facilitating targeted technical assistance, and supporting project execution and alignment with Innovation Package standards.
The anticipated initial period of performance for this assignment is 6 months beginning as soon as feasible. The consultancy may be renewed for a further period depending on findings, progress, and recommendations, as well as feedback from government partners and other stakeholders.
Activities
The consultant will undertake the following activities:
- Coordinate with various internal and external partners to ensure smooth project execution and alignment with technical Aim for Scale panel standards and government priorities:
- Liaise with relevant government agencies, including but not limited to the Ministry of Agriculture and Livestock Development, the Kenya Meteorological Department (KMD), the Kenya Agriculture and Livestock Research Organization (KALRO), the Kenya Agriculture Digital Information Center (KADIC), and other partners (e.g. University of Chicago) to ensure effective collaboration and implementation of activities.
- Coordinate with AIM for Scale and external partners to align technical assistance with the objectives of AIM for Scale’s Innovation Packages. Prepare regular progress reports and contribute to preparatory work for missions, events, and convenings.
- Attend (and facilitate, as requested) AIM for Scale and C4Impact working group meetings, and represent the initiative at other meetings, workshops, and events in country.
- Building off existing information, conduct a rapid assessment on the state of digital extension and weather services for farmers
- Conduct a landscape assessment, identifying and mapping existing public and private initiatives for delivering advisory services to farmers.
- Identify gaps and propose specific and actionable solutions to identified needs, offering direct support, expertise, or funding options.
- Work with government entities and other partners (e.g., MDBs, NGOs, Private sector) to identify priority interventions and scaling pathways that align with national priorities.
- Identify technical assistance support and resource mobilization needed to bridge existing gaps
- Co-design and broker delivery of technical assistance to support governments in developing and implementing actions plans aligned with Innovation Package standards, global best practices, and national priorities.
- Propose structured farmer feedback mechanisms to continuously improve the relevance and clarity of digital advisory services.
- Work with government agencies to ensure that data systems are interoperable and designed for scalability.
- Support resource mobilization to advance iterative learning efforts to optimize technology dissemination.
Deliverables
The consultant will be responsible for the following deliverables:
- Inception Report: Detailing the understanding of the TOR, proposed methodology, timelines, and initial recommendations for dissemination of weather advisories and digital advisory services in 2026.
- Work Plan for 2026: Detailing dissemination targets, partner engagements, channel strategy (e.g., SMS, mobile apps, radio, IVR), content and translation protocols, and monitoring arrangements to expand reach and optimize delivery.
- Work Plan for 2027: Detailing lessons learned, a roadmap for national scaling, and concept notes for future initiatives on additional use cases.
- Other Deliverables TBC and informed by previous phases work outcome.
Required Qualifications and Experience
- Experience in agricultural development and innovation, with a strong understanding of Kenya’s agricultural sector and the role of innovation in enhancing agricultural productivity.
- Bachelor’s Degree (or higher) in Agricultural Sciences, Economics, Computer Science, Meteorology & Atmospheric Science, or a related field.
- Seven years of experience and excellent skills in coordinating complex projects and engaging with government counterparts, private sector actors, development partners, and local communities. Experience working with MDBs is strongly preferred.
- Experience in designing, implementing, and/or evaluating digital advisory services for agriculture, including weather and climate services.
- Experience coordinating nationwide extension services and implementing digital dissemination campaigns (SMS, mobile apps, radio, IVR systems) is preferred.
- Familiarity with randomized control trials and rapid learning approaches to support iterative improvement of advisory services; experience evaluating advisory or extension services for farmers is strongly preferred.
- Communication skills: Fluent written and oral communication skills in English and Swahili.
