The National Communication Secretariat (NCS) is seeking suitable, competent and qualified Kenyans that have demonstrable expertise and experience to apply for the vacant positions below.
NCS was formed under Section 84 of the Kenya Information and Communications Act 1998, is the policy advisory body to the Government of Kenya on all matters pertaining to the ICT sector through the Ministry of Information, Communication and the Digital Economy.
Applications are invited for the following positions:
DEPUTY DIRECTOR, LEGAL SERVICES JOB GRADE: NCS 3
NCS/HR/003/2026
AVAILABILITY: IMMEDIATE
DURATION: PERMANENT AND PENSIONABLE
DUTY STATION: NAIROBI
JOB PURPOSE: This cadre is responsible for providing legal advisory services to the Secretariat and Management through interpretation of relevant legislations and policies. The officer shall advise the Communication Secretary on legal compliance and governance matters.
JOB FUNCTION
The function of this position will be to:


  1. provide legal support and guidance on the development of ICT sector policies, laws and regulations;
  2. ensure monitoring and evaluating of ICT legal policy framework;
  3. participate in stakeholder engagement on draft Laws, regulations, guidelines and other national government instruments in the ICT sector;
  4. Formulate and implement strategies on all legal matters;
  5. Provide legal opinion or advise on governance matters within the Secretariat;
  6. Authenticate documents issued to the Secretariat as collateral, securities or support documents for loans and undertake conveyance;
  7. Conduct legal research, investigation, preparation of witnesses for pre-trial and hearing; Develop concept papers, prepare legal briefs and opinions as well as develop effective defense strategies, arguments, and testimony in preparation for legal proceedings of cases in liaison with external lawyers;
  8. Maintain an up-to-date record of gazette matters which relate to the Secretariat;
  9. Ensure that the Secretariat complies with statutory and other regulatory requirements by undertaking periodic legal audit compliance;
  10. Coordinate the review of laws, by-laws and regulations relating to the Secretariat; and
  11. Compile information and evidence on legal matters touching on the Secretariat.
