Job Description (adsbygoogle = window.adsbygoogle || []).push({}); The Commission dates back to when Civil Service Commission was established by British Colonial Government following Holmes Commission Report, ; Civil Service Commission was advisory to the Governor in matters of appointments; At independence in it was enshrined in the constitution and renamed Public Service Commission; Independence Constitution had Regional PSC’s but abolished in following constitutional amendments; It is the oldest Constitutional Commission and its mandate has expanded over the years. The Commission then constituted of a chairman, a deputy chairman and fifteen members all appointed by the President. The Commission, since then, has handled matters of human resource management in the public service especially the civil service and local authorities. Constitution of Kenya, promulgated on 27th August reconstituted the Commission with a redefined and expanded mandate and a lean membership.For appointment to this grade, a candidate must have: – served for a minimum period of three years in the grade of Assistant Director Probation and Aftercare Service, CSG ‘7’ or in comparable and relevant position in the wider public service;a Bachelors degree in any of the following disciplines: Sociology, Criminology, Guidance and Counselling, Social Psychology, or equivalent qualification from a university recognized in Kenya;shown initiative, administrative ability and efficiency in programme organization, direction and control of probation services;conversant with Government Policies on Criminal Justice Administration and Management of Offenders;demonstrated a high degree of professional competence, administrative capabilities and initiative in work performance; andshown merit and ability as reflected in work performance. Duties and ResponsibilitiesAn officer at this level will report to the Director, Probation and Aftercare Service. Specific duties and responsibilities include: coordinating all the programmes in the Department;providing oversight on departmental planning, budgeting, and programme implementation,creating linkages and liaising with other criminal justice agencies and partners on matters pertaining to Probation, Community Service Orders, Victims Services, Parole, and Aftercare for the benefit of the supervised;ensuring that statutory review board meetings are held and maintained and ensuring that professional standards are adhered to and maintained;ensuring that all activities performed are in conformity with plans, schedules, targets, and budget and any deviations rectified;ensuring overall staff performance appraisals indicating achievements levels and targets are met;being an alternate Chairman to professional and administrative committees; andco-ordinating day-to-day administration of the department including staff training and development.
