JOB SUMMARY

Job purposeTo design, develop and implement strategies for the provision of financial advice toUniversity management and guidance in financial decision-making by establishing,monitoring and enforcing appropriate financial policies and procedures, to ensurecompliance with Government financial regulations.RequirementsCumulative service period of five (5) years’ relevant work experience, three ofwhich should have been as a Senior Accountant;Bachelor’s degree in any of the following disciplines: - Commerce, Accounting,Finance or equivalent qualification from a recognized and accredited institutionMaster’s degree in any of the following disciplines: - Commerce, Accounting,Finance or equivalent qualification from a recognized and accredited institution;Certified Public Accountant (K) or equivalent qualification from an accreditedexamination body;Certificate in Leadership course lasting not less than four (4) weeks from arecognized and accredited institution;Membership registration with ICPAK in good standing or any other relevantprofessional body;Proficiency in computer applications; andDemonstrated merit, ability and leadership as reflected in work performance andresultsApplication Procedure:Kindly note that interested applicants for this position of Deputy Finance Officer shouldsend the electronic scanned copy of their application documents in PDF format (as onerunning document) addressed to the Chairman of Council to the following email:chairmancouncil@uoeld.ac.keApplicants are advised to indicate on the cover letter of their application the position andthe advertisement number as specified.Application documents should include: - detailed Curriculum Vitae, Certified copies ofrelevant Academic certificates, Professional certificates, Testimonials, National IdentityCard or Passport, three (3) reference letters and other relevant supporting documents.Current, valid documents for Chapter Six (6), except for EACC, shall be required fromONLY shortlisted candidates.Shortlisted candidates with qualifications acquired outside Kenya should obtainrecognition from Commission for University Education (CUE).

RESPONSIBILITIES

Coordinating the development of accounting policies, strategies, regulations,guidelines, and procedures.Coordinating the preparation of annual financial statements;Authorizing payments;Coordinating the development and monitoring of the departmental work plans;Reviewing management reports and advising management of the financialperformance of the University;Validating and approving the administration of all tax and statutory complianceissues and the effective management of payroll;Ensuring accurate and timely payments of goods, works, and services;Reviewing periodic reports for submission to the National TreasuryEnsuring adherence to the approved budget to prevent overspending in votes;Approving monthly bank reconciliation statements;Facilitating resource mobilization programmes;Coordinating the implementation of quality management procedures andperformance contracting processes;Coordinating the preparation of the budget for the University.Facilitating responses to audit queries; andMentoring and coaching of staff.
