PATH Kenya is the lead implementing Partner for the USAID Nuru Ya Mtoto which is a USAID project funded by PEPFAR. The projectâs focus is to increase use of high-quality, county-led health and social services, prevent new HIV infections, and reduce OVC and AGYW vulnerability. The project is implemented at the county level, in the community and health facilities in the counties of Homa Bay, Migori, Kisumu, Nyamira, Vihiga, Kakamega and Kisii, in close collaboration with and support of county health management teams, department of children and social services and the Ministry of Health of Kenya.Â
PATH Kenya through USAID Nuru Ya Mtoto Project seeks to recruit aâ¯Grants and capacity building officer who will serve as the day-to-day main point of contact for the management and monitoring of the sub-recipients /sub-awards.Â He/She we will manage the sub-awards with an emphasis on donor compliance, accurate financial reporting, and capacity building. The position holder will be required to collaborate with project and operations teams to maintain financial oversight over sub-grantees, capacity strengthening of the sub-grantee staff, and to ensure strict compliance with donor requirements as well as PATH Kenya policies and procedures. The officer will be responsible for ensuring compliance with the terms and conditions of the respective Subawards and take a lead role in the sub-awards monitoring processes.
J ob Responsibilities:Â
Manage all the phases of theprojectâs sub-granting processes from award through close-out, including pre-award assessments, preparing sub-award agreements, and securing internal approvals, reviewing requests for disbursement of cash requests for accuracy and compliance with the sub-agreements and monitoring and evaluating sub-grantees performance.Â
Determine capacity building needs for sub-grantees and work with various stakeholders (project leadership, programs, office of grants andcontracts, finance, etc.) to design customized training packages, including post-training follow up and associated documentation.Â
Develop and execute a targeted, risk-based, compliance review and monitoring plan for sub-grantees.Â
Monitor sub-award periods and spending trends for sub-grantees and work with project teams to request and secure any modifications on a timely basis.Â
Ensure that all required sub-grantees documentationis filed in the sub-awards management InformationSystem (Salesforce) and ensurethat copies of supporting documents for sub-grantees expenses are available for audit.Â
Review monthly financial reports from the sub-grantees for compliance, accuracy, and completeness and make reimbursement requests.Â
Support sub-grantees audit process and take action to resolve findings contained in audit reports, such as cost items questioned or unresolved.Â
Prepare regular and ad hoc sub-awards management reports and analysis that are useful, efficient, and effective in supporting and informing decision making.Â
Ensure that the sub-grantees adhere to the sub-award terms and conditions.
Ensure effective channels of internal and external communications relating to sub-grants are established and respected.Â
Ensure the timely administration of all sub-award closeoutsÂ
Key Competencies required:
Typical Background, Experience & Requirements:Â
A bachelors degree in Business, Accounting, Finance, Management, Auditing, Economics, or related field plus a full CPA qualification.A masters degree will be an added advantage.
A minimum of 3yearsâ relevant experience in the NGO sector.Â
Outstanding communication skills including interpersonal communications, problem solving, strong writing skills and fluency in English.Â
Excellent report writing and presentation skillsÂ
Detail oriented; high degree of accuracy and strong analytical skills.Â
Ability to develop and implement training programs for multi-faceted audiencesÂ
Ability to interpret funding regulations and develop implementing procedures.Â
Experience in providing technical assistance to build organizational capacity of local organizations using tools such as organizational capacity assessments and Non-U.S. Organization Pre-Award Survey.Â
In depth knowledge of United States Government grant and procurement regulations, systems, and procedures for managing complex grant programs with many partners and beneficiaries
Advanced Knowledge of Excel, Word, Outlook, Business World, Salesforce, and other Microsoft Office products highly desirable.Â
