Role Overview
Moringa School is seeking a highly driven and execution-focused Program Manager to lead the end-to-end delivery of large-scale, multi-partner programs within the digital skilling and youth employment ecosystem. This role requires strong program management capability, stakeholder coordination, operational discipline, and a deep commitment to delivering measurable outcomes for participants, partners, and funders.
The Program Manager will be responsible for translating program strategy into actionable implementation plans, coordinating cross-functional teams and partners, and ensuring delivery against timelines, budgets, and impact targets. You will work closely with internal teams as well as external stakeholders such as implementing partners and grant funders..
Key Responsibilities
1. Program Planning & Implementation Management
- Develop, own, and execute detailed program implementation plans aligned to program objectives, timelines, and budgets.
- Translate program design into clear workplans, milestones, deliverables, and ownership structures.
- Track delivery against plans and proactively address delays, risks, and dependencies.
- Ensure all program components are delivered to quality standards and within agreed timelines.
2. Governance & Stakeholder Management
- Prepare high-quality updates and reports for internal leadership and external stakeholders.
- Act as the primary coordination point between internal teams, partners, and funders.
- Maintain strong working relationships with key stakeholders including implementation partners and mobilization partners
3. Program Planning, Tracking & Reporting
- Develop, maintain, and execute detailed program implementation plans aligned to program objectives, timelines, and the approved budget.
- Translate program design into clear workplans, milestones, deliverables, and ownership structures across internal teams and partners.
- Develop and maintain program trackers and reporting frameworks that give real-time visibility of delivery progress, risks, and budget utilization.
- Ensure timely and accurate reporting on program progress, risks, budget utilization, and outcomes.
- Proactively surface and resolve delays, risks, and inter-partner dependencies before they become critical issues.
4. Monitoring, Evaluation & Learning (MEL) Integration
- Work closely with MEL teams to ensure data-driven implementation.
- Track performance against key program indicators, including enrolment rates, training completion, and inclusion targets.
- Ensure data quality and integrity across all program reporting systems.
- Use MEL insights to inform adaptive program management and continuous quality improvement.
5. Inclusion, Safeguarding & Participant Experience
- Ensure program delivery is inclusive and responsive to the needs of target participants, particularly young women and persons with disabilities.
- Embed safeguarding and ethical practices across all program activities.
- Work with partners to ensure safe, accessible, and supportive learning and work environments.
- Monitor participant experience and ensure continuous improvement in delivery quality.
6. Risk Management & Compliance
- Maintain and actively manage a program risk register.
- Identify operational, delivery, financial, and reputational risks and implement mitigation strategies.
- Ensure compliance with donor requirements, contracts, and internal policies.
- Escalate critical issues in a timely and structured manner.
7. Budget Coordination & Resource Management
- Work closely with Finance to track program budgets, forecasts, and utilization against the approved grant budget
- Flag budget variances early and lead corrective action planning in collaboration with Finance.
- Ensure efficient allocation of resources across program activities.
- Support planning and procurement of required resources including staffing and digital infrastructure
Technical Proficiency & Tools
- Program management tools (Asana or equivalent)
- Data and reporting tools (Google Sheets, Excel, dashboards or equivalent)
- Communication and collaboration tools: Google Workspace, Slack, Zoom, or equivalent.

Qualifications & Experience
- Bachelor’s degree in Business, Project Management or related field
- 10+ years of experience in program or project management, preferably in education, skilling, or development programs
- Experience managing multi-partner or donor-funded programs
- Strong experience in implementation planning, tracking, and reporting
- Demonstrated ability to manage complex programs with multiple stakeholders
- Experience working with youth-focused, employment, or inclusion programs is an added advantage
- Experience managing budgets, timelines, and operational delivery
