ABOUT THE COMPANY

GIZ, the German Gesellschaft für Internationale Zusammenarbeit GmbH, provides services in the field of international technical cooperation worldwide. In Kenya, it has been active since 1964, and up to now implements programs in a wide variety of areas, including economic development, green energy and water, governance, food security, and peace and security. The German Federal Ministry for Economic Cooperation and Development (BMZ) is GIZ’s main commissioning party. However, GIZ as well works closely with the private sector, fostering successful interaction between development policy and foreign trade.

JOB SUMMARY

About “Towards a Just(er) Digital Governance”The GIZ initiative “Towards a Just(er) Digital Governance” promotes a fair, inclusive, and public-interest-driven approach to global digital transformation. It aims to ensure that digital governance upholds human rights, strengthens participation, and enables equitable access to digital resources.Its work focuses on three areas:Human Rights-Centred Regulation: Supporting the creation of rights-based digital policies through partnerships, assessments, and consultations.Civil Society Participation: Empowering CSOs to engage effectively in international digital governance and policy dialogues.Innovative Access Models: Piloting inclusive approaches that expand fair access to digital infrastructure and opportunities.By collaborating with think tanks, NGOs, and international partners, the initiative advances more just and equitable global digital governance frameworks.About the International Digital DialoguesThe German Federal Ministry for Digital Transformation and Government Modernisation (BMDS) and Kenya’s Ministry of Information, Communications and The Digital Economy (MICDE) jointly lead a bilateral Digital Dialogue to advance responsible digital policy, innovation, and socio-economic growth.This multi-stakeholder platform connects policymakers, regulators, businesses, academia, and civil society from both countries to address topics such as internet governance, data policy, emerging technologies, and digital economy development. Through regular exchanges, the Dialogue promotes mutual learning, best-practice sharing, and joint solutions to common challenges.Commissioned by BMDS, GIZ serves as the Dialogue’s secretariat, coordinating activities and shaping strategy, while the Digital Transformation Centre (DTC) implements it in Kenya to align with national priorities and foster inclusive, sustainable digital development.

RESPONSIBILITIES

A. ResponsibilitiesThe Advisor will support both the Kenyan-German Digital Dialogue (50%) and the EM “Towards a Just(er) Digital Governance” (50%).In this role, the Advisor will be responsible for:Ensuring the effective planning and implementation of the bilateral Kenyan-German Digital Dialogue in Kenya, as well as of EM activities with a focus on AI governance and regulationCoordination with the Kenyan Ministry of Information, Communications and the Digital Economy (MICDE) on political priority areas, workplan implementation and high-levelmeetingsEngagement of various stakeholders from the Kenyan private sector, academia and civil society for active participation in the Digital Dialogue on the technical areas of cooperation, as well as for the promotion of just digital governance, focusing on AI governance and regulationB. TasksIn your role, you will support the implementation of the EM “Towards a Just(er) Digital Governance” in Kenya by:Cultivating and managing strategic partnerships with stakeholders from government, civil society, and academia;Preparing and overseeing consultancy assignments and financing agreements, ensuring effective delivery and monitoring of service providers;Designing, organizing, and facilitating workshops with partners across government, civil society, and academia;Driving knowledge management efforts, including documenting lessons learned and developing advisory concepts on digital governance for GIZ based on pilot activities in Kenya;Contributing to cross-country learning and exchange, including peer-to-peer events and other collaborative platforms;As part of the GIZ company-wide Excellence Team on Just Digital Governance, contributing to strategic work around the topic, including developing advisory approaches, partnerships and external communication;Coordinating alignment and synergies with other activities in the Digital Transformation Center Kenya.In your role, you will support the implementation of the Digital Dialogues in Kenya by:Advising the focal point at MICDE, as well as national agencies and other stakeholders of the Digital Dialogue on strategic and political opportunities as well as conceptual and technical issues in implementation of the dialogue;Establishing and further developing the local network of stakeholders, including research institutions, regulators and companies, as well as identify additional opportunities for collaboration based on the fields of technical cooperation;Preparing and coordinating the development of analyses and technical reports on relevant developments in economic, digital, and innovation policy issues in Kenya;Planning and implementing activities such as workshops, technical exchanges, inter-ministerial meetings and high-level delegation visits by sensibly engaging all stakeholders required;Monitoring topics, projects and structures in Kenya that are relevant to the country’s digital transformation and of potential interest to the German BMDS;Contributing actively to reports (regular and ad-hoc), PR materials, and other related tasks to reporting and communication for the Digital Dialogues;Supporting the identification of synergies with other projects and activities under theDTC KenyaRequired qualifications, competencies and experienceQualifications: Master’s degree in political sciences, public policy, information technology, orrelated field Professional Experience:Minimum of 8 years of professional experience in the field of digital technologies and/or public policy with a focus on digitalisation Other Knowledge & Additional Competencies:Demonstrated experience advising governments and key stakeholders on digital policy issues, especially on the topics AI governance and data governance Proven ability to build and manage partnerships with high-level stakeholders fromgovernment, civil society, and academia, as well as to facilitate multi-stakeholder processes In-depth knowledge of Kenya’s legal and policy framework on AI governance, datagovernance, and other key areas of digital policy In-depth understanding of international digital policy issues, including currentdevelopments, opportunities and challenges Strong track record in project management, ideally within an internationalcooperation context Strong team player, demonstrating strong self-organisation and initiative underminimal supervision Business fluent in English Duty stationNairobiContract Duration:Initial contract up to 31.12.2026Submission of ApplicationVacancy Reference Number: GIZ/SED/04/10/2025Equal Employment OpportunityAt GIZ Kenya, we are committed to fostering a diverse, inclusive, and respectful workplace.
