DUTIES AND RESPONSIBILITIES
MEL Framework Design & Implementation
- Develop and refine Results Frameworks, Logframes, and Theories of Change aligned to organizational strategy and donor expectations.
- Translate program goals into measurable indicators with clear definitions, data sources, frequency, and targets.
- Develop Performance Measurement Plans (PMPs) and indicator tracking matrices.
- Ensure alignment between program workplans, budgets, and MEL frameworks.
Indicator Development & Data Systems
- Define SMART indicators (output, outcome, impact) tailored to ICT/digital
- programming (e.g., user adoption, digital literacy gains, platform engagement, system uptime, etc.).
- Design and deploy digital data collection tools (e.g., KoboToolbox, ODK, SurveyCTO).
- Establish standardized data collection protocols and SOPs.
- Maintain centralized databases and digital repositories.
- Ensure compliance with data protection and privacy standards.
Data Collection, Quality Assurance & Management
- Oversee routine data collection processes across programs.
- Conduct regular Data Quality Assessments (DQAs) to ensure accuracy, reliability, and validity.
- Perform spot checks, back-checks, and verification exercises.
- Clean, validate, and manage datasets.
- Develop and maintain data dashboards for real-time program monitoring.
Data Analysis & Visualization
- Conduct quantitative and qualitative analysis using tools such as Excel, SPSS, Stata, Power BI, or Tableau.
- Analyze trends, identify performance gaps, and generate actionable insights.
- Develop visual dashboards and summary briefs for program teams and management.
- Support predictive and performance analysis for tech-enabled interventions.
Reporting & Donor Compliance
- Prepare high-quality monthly, quarterly, and annual reports.
- Develop performance narratives supported by data insights.
- Ensure timely reporting in line with donor templates and requirements.
- Support audit processes and respond to donor data requests.
- Track indicator progress against contractual obligations.
Evaluations & Assessments
- Support the design and execution of Baseline studies, Midline reviews, Endline evaluations, Impact assessments
- Develop Terms of Reference (ToRs) for external evaluators where applicable.
- Coordinate evaluation logistics and stakeholder engagement.
- Synthesize findings into actionable recommendations.
Learning & Adaptive Management
- Facilitate quarterly reflection and learning sessions.
- Lead After-Action Reviews and lessons-learned documentation.
- Promote adaptive programming by translating findings into program improvements.
- Support knowledge management systems and documentation of best practices.
- Build internal capacity of staff on MEL tools and evidence use.
Proposal Development Support
- Contribute to proposal writing by:
- Designing results frameworks
- Developing indicator matrices
- Creating MEL budgets
- Drafting evaluation plans
- Align proposed indicators with donor priorities and sector standards.
Strengthening Data Culture
- Promote a culture of evidence-based decision-making.
- Train program staff on data collection and reporting standards.
- Provide ongoing technical support to teams.
- Champion ethical data practices and safeguarding standards.
KEY REQUIREMENT SKILLS AND QUALIFICATION
- Bachelor’s Degree in Monitoring & Evaluation, Statistics, Economics, Development Studies, Data Science, Social Sciences, or related field.
- Professional certification in M&E is an added advantage.
- 4–6 years of relevant experience in monitoring and evaluation, preferably within ICT, digital development, innovation programs, or donor-funded projects.
- Strong knowledge of results-based management (RBM) frameworks.
- Experience working with donor-funded projects (e.g., foundations, development partners, NGOs).
- Proficiency in data analysis tools such as Excel (advanced), Power BI, Tableau, SPSS, STATA, or similar.
- Experience with digital data collection platforms (e.g., KoboToolbox, ODK, CommCare, or similar systems).
- Strong report writing and analytical skills.
