Japan International Cooperation Agency (JICA), in charge of administering Japan’s Official Development Assistance (ODA), is one of the world’s largest bilateral aid agencies and supports developing countries including Kenya in addressing their development challenges. This is through a flexible combination of various cooperation modalities, such as Technical Cooperation, Finance and Investment Cooperation and Grants. JICA’s aim is that, together with its partners, it will take the lead in forging bonds of trust across the world, aspiring for a free, peaceful and prosperous world where people can hope for a better future and explore their diverse potentials.

JICA's cooperation has a long history of support towards climate change related activities spanning a period of almost four decades to date. Series of interventions aimed at addressing the climate change phenomenon. This has been through numerous projects in Arid and Semi-Arid lands (ASALs) related to forestry institutional development, research and extension, drought resilience, food and nutrition security and capacity building of 20 Sub-Sahara Africa countries. The current sharp global focus on climate change and its increasingly adverse effects necessitates further intervention from JICA's.

In view of that, JICA is now seeking the services of a Program Officer to be assigned to the Climate Change Sector at the JICA Kenya Office, Nairobi. The selected candidate will be expected to proactively plan and take the initiative to ensure that the sector’s programs/projects, including but not limited to their formulation, monitoring and evaluation, are smoothly implemented in collaboration with other colleagues under the overall supervision of the Senior Representative in charge of the sector. In addition, the selected candidate will be expected to prepare briefs including their technical input and insights related to Climate Change to the management level staff from time to time. Considering that climate change is a cross cutting issue, the officer will also be expected to liaise, collaborate with and support staff and the operations of other sectors such as water, solid waste management, agriculture, energy, education and private sector development.

Duties and Responsibilities

(1) Monitor JICA’s ongoing forestry and climate resilience projects and provide insights to streamline/improve implementation and monitoring.

(2) Gather information on and keep abreast of development assistance trends and emerging issues in the areas of climate change mitigation and adaptation including forestry, resilience and related sectors, identify, analyze and document their relevance to JICA, and share the information to facilitate project formulation and management.

(3) Identification of best practices and lessons learnt from other previous and ongoing interventions and identify how they can enrich JICA’s programs and projects in the sector.

(4) Closely monitor changes in policy, legislation, strategies and plans of GOK and other stakeholders to inform project formulation and management.

(5) Strongly support colleagues and Government agencies’ personnel in terms of conceptualization, formulation, planning and design of feasible yet impactful climate change programs and projects.

(6) Continuously create, nurture and maintain valuable contacts, strong networks and good relationships with GOK, bilateral and multilateral organization and other sector stakeholders, locally, regionally and abroad as the case may be.

(7) Sensitize GOK personnel and other relevant stakeholders on JICA status, policies, priorities and strategies in order to facilitate mutual understanding of the nature and scope of JICA’s operations.

(8) Closely collaborate with and support colleagues and project personnel to facilitate seamless and efficient implementation of sector activities.

(9) Provide logistical support to ensure smooth operations including but not limited to meeting and travel arrangements, preparation of documentation, communication with relevant persons and entities etc.

(10) Support public relations activities related to the sector including writing articles for social media, webpage etc. and providing relevant information and material.

(11) Support improvement of office operations and work environment.

(12) Timely report on activities and issues as necessary/required.

(13) Any other related matters as requested by Chief Representative or his/her appointed personnel.

Requisite Skills and Experience

(1) At least, Bachelor’s degree (Master’s degree desirable) in environmental science, forestry, ecology, sociology, or related social science fields (including economics and sociology).

(2) At least three (3) years working experience. Specific experience working in project management and/or in relevant sectors such as environmental conservation and management, climate change mitigation and adaptation, refugee/host community assistance or related fields would be advantageous.

(3) Sound understanding of climate change related issues both at the local and global levels including sector policies, plans, strategies and key related international conventions and agreements.

(4) Good analytical skills.

(5) Strong desire to work with a public interest-oriented, service-oriented, and results-oriented approach.

(6) Highly energetic, self-motivated and with a positive attitude to work.

(7) Excellent interpersonal skills and inter-organizational negotiation skills.

(8) Strong oral and written communication skills and interested in sharing information and knowledge.

(9) Ability to work flexibly on a wide range of assignments and adjust to a variety of complex evolving situations to ensure that plans are conclusively implemented.

(10) Highly resourceful in terms of identifying and securing new cooperation opportunities.

(11) Proactive and positive attitude towards handling administrative tasks such as preparing and managing documentation, making appointments and following internal administrative procedures and processes, etc.

(12) Proficient in both English and Kiswahili (reading, writing, and speaking).

(13) Computer literate, especially in Microsoft Office (Word, Excel, Power Point, etc.).

(14) Experienced in or capable of working in a multicultural environment and sensitive to cultural, gender, nationality and age issues among others.

(15) Study or training experience abroad (including Japan), or under the African Business Education for Youth (ABE Initiative) is an added advantage.

(16) Available to work from 8th March 2024.
